I come to you with humble apologies and grave news. This day, one of the fine Admirals of the Kusari Naval forces were accused of Treason(*1). Now I would not make this accusation lightly, however this admiral would seem to be consorting with a Foreign Military vessel right outside our dear capital. Upon further investigation, the admiral would not respond to my hails. Despite me directly addressing him so.

Only upon my accusation of treason did his counterpart, an SCRA Warship, respond.

Upon which he denied our authority. We then called for assistance from a nearby KPT agent, who reinforced our claim to Authority over this matter. The Admiral continued to deny our demands to stop to be questioned. Despite constant Disruptions from the several KSP ship's Cruise Disruptor. (*2)(*7) Regarding the KPT's scans and questioning at the beginning.

At this point he was charged with several counts of Evasion and Ignoring orders of a Law enforcement officer. We continued throughout the New Tokyo system, into Honshu, towards the Sigma-13 Jump-gate. During which he threw insults at me and my fellow officers. Calling us drunks.(*3)(*4)(*5)(*6)

Something was said during the SCRA ships departure, however caught our eye. Which is made clear in the relevant log picture.(*8)

I wish to make it clear that we acted within our authority, and conducted ourselves Professionally, and honorably. Our intention was not to destroy the KNF ship, merely disable it for easier Detainment. Our relationship with the KNF has always been that of close brothers and friends. We wish it to remain so, However corruption within any establishment of Kusari cannot be tolerated. We hope the Government will pursue the correct course.

If relevant information is deemed missing, our archives probably contain interlinks between the given evidence. It will be given if it is demanded.

But let’s proceed to the question already.

It’s loud statement Chokan, telling that one of ours Admirals is a traitor.
I'm opening this transmission to KNF HC and Kaisho-ho Ryoma Sakamoto
I will not make any statement before two sides of conflict will show us their stories.
I saw your story, that actually lacks any direct evidence that can prove treason of Admiral,
now I want to see story of Admiral, to make comparison and form verdict.

Also, I can assure you Chokan that there is no need to call Kempeitai, as they have no power over this case.
Last time our Kempeitai division were making our House safe from threats of outside,
now it seems they don’t have any other job, but judge their own allies on spot and making lethal verdicts?
We will not tolerate such behavior!
On this I’ll ask Kempeitai to not interfere and only watch and wait for our verdict.

I'm saddened that things have come to this.
During my career, i never experienced such a senseless situation.

But since i'm reduced to have to explain myself after the KSP insulted me, did their best to prevent me to fulfill my duty and tried to assassinate me after i resisted to their illegal orders, i will humbly do so :

To be totally clear here, this vessel was a gunboat. I didn't witness it violating the codex. I first encountered it in Chiba field. The vessel however soon ran out of scanner range.

The Kusari Legal Codex doesn't state SCRA vessels as 'Enemies of Kusari' (Section 6.1 and 6.2).
I was therefore allowed to proceed on a diplomatic approach, as my rank allows me to.

I didn't answer to the Chokan orders to inform her what i was actually doing in New Tokyo orbit since, firstly i was busy having diplomatic talks with the commanding officer of the SCRA vessel 'Trinidad' and secondly because the Chokan has no authority to order me around.

I however told priorly to the KSP i was invited to a meeting by the commanding officer of the foreigner vessel.
I also humbly asked them to stand clear.

Yet, the Chokan, helped by a Kempeitai agent (who has no authority as well to judge me nor give me any sort of orders) decided to disrupt this meeting to the point i had to escort the foreigner vessel out of Kusari.

And if it was only down to this...

I was trying to proceed on my duty here, not to escape...
Yet, the Chokan and that Kempeitai agent seemed to be trigger happy enough to order my field execution.

Now, i'm pretty sure the attempt of assassination of a member of the KNF is a grave crime... Is it?
The abuse of power granted to one's position is also not only a crime but a clear demonstration of ignorance about what the word 'honor' may mean.

I'm disappointed that the Kusari State Police came to be lead by an officer who has such a bad knowledge of the laws and who thinks she can order and assassinate who she wants for the mere reason she is 'the principal law enforcer'.

She and her men are lucky i dedicated my life to protect Kusari.
Another officer may have defended himself and slained the lives of his aggressors.

I would merely like to address one point. The Kusari State Police is well within its rights to pursue and enforce the law in Kusari Core systems, regardless of who it is against, We did not try to 'assassinate' you as you claim. Merely disable your ship to prevent you from escaping. As you may have realized, I called the Kusari State officers from the pursuit when you so skillfully evaded us.

However, Due to unforeseen evidence presented to me recently, I must withdraw the Kusari State Police Accusation of treason against the Admiral.

We have reviewed information from both sides of conflict and came to such conclusions.

1) We are removing all charges from Admiral and want KSP chokan to make official apologise
2) Declaring guilty KPT officer for abuse of power and assault on higher ranked officer.
3) Declaring KPT agent in question as traitor, and want KSP to redeem their name by capturing or eliminating that captain.

We would also ask KSP forces to not interfer with KNF operations, unless they are openly commiting serious crime.
We believe that Tokkeitai division inside KNF can deal with all internal problems and would contact us if they feel to do so.
You shouldn't make enemies from your allies, I believe there are plenty of hostiles around in Kusari, better concentrate on them.

These terms are Ridiculous and I will not see my men suffer at the hands of it. We'll continue our previous statement that the accusation we provided was dropped. If we see that Kempetai agent we will detain him as a traitor as per the law. As for the suggestion that we will not try to arrest KNF officers unless they do something illegal, we will continue doing as we did that particular day. As even then, we did not try to arrest him until he did something wrong.

***MESSAGE FROM THE OFFICE OF THE PRIME MINISTER, REPUBLIC OF KUSARI***

Memo: To all Naval Forces and Police High Command.

Subject: Cooperation and matters of Jurisdiction.

Konnichiwa Gentleman,

The Prime Minister's Office has been appraised of a recent unfortunate incident, between members of the Kusari State Police, and Naval Forces personnel. After reviewing the incident, this office is making the following statements:

1) The Prime Minister is concerned that this matter was not handled with a level of discretion required under the Legal Codex.

On the part of the KSP, they used what could be perceived as excessive force for what is deemed by the Prime Minister as a trivial matter. To this end, the Legal Codex has been amended with the following clause:

Quote:2-5 Enforcers shall not use lethal force against allied vessels, except in self-defence.

Enforcers shall record as much of any incident as possible, and refer the matter to their superiors for further action. Enforcers shall at all times use utmost discretion and restraint when dealing with other law-enforcement agencies.

On the part of the KNF, it is the opinion of the Prime Minister that any 'meeting' between a foreign warship and Kusari Naval Forces personnel should have been conducted through the proper diplomatic channels.

The status of the SCRA inside Kusari space is currently before the Parliament.

2) It is custom in Kusari, that in the event of an error being made and acknowledged, even if only minor, a formal apology be made. There is no shame in such an action, this is our way. Apologies made in good faith, and accepted in good faith are part of our way of life.

The Prime Minister therefore requests that the KSP Chokan Naoyo Imai, issue a formal apology with regards to an unsubstantiated charge of treason against Admiral Sakamoto Ryoma.

The Prime Minister also requests that Admiral Ryoma apologise to Chokan Imai, for failure to observe due courtesy to the KSP - by not addressing the Chokan in a timely manner, and use of unprofessional language.

The public expects nothing less than the highest degree of professional conduct from its law enforcement authorities.

The Prime Minister trusts that he will not be disappointed by the response of Kusari's intelligence agencies.

I do believe that, even given the poor decision I feel the Prime Minister has made in removing each Enforcement agencies duty to keep the others in check, I can apologize for my rash and undesired accusation of treason against the good Admiral.

So I apologize. I also apologize on behalf of the Entire KSP. Although they were following my orders, and did so without wavering Loyalty. This is all I could ask. It is not the Kusari State Police's wish to start some Feud between two agencies who have been but Brothers in Arms for Centuries. We merely wish to preserve its Loyal and honorable Core.
