Please refer to the encrypted report #971 To be totally clear here, this vessel was a gunboat. I didn't witness it violating the codex. I first encountered it in Chiba field. The vessel however soon ran out of scanner range. The Kusari Legal Codex doesn't state SCRA vessels as 'Enemies of Kusari' (Section 6.1 and 6.2). I was therefore allowed to proceed on a diplomatic approach, as my rank allows me to. I didn't answer to the Chokan orders to inform her what i was actually doing in New Tokyo orbit since, firstly i was busy having diplomatic talks with the commanding officer of the SCRA vessel 'Trinidad' and secondly because the Chokan has no authority to order me around. I however told priorly to the KSP i was invited to a meeting by the commanding officer of the foreigner vessel. I also humbly asked them to stand clear. Yet, the Chokan, helped by a Kempeitai agent (who has no authority as well to judge me nor give me any sort of orders) decided to disrupt this meeting to the point i had to escort the foreigner vessel out of Kusari. And if it was only down to this... I was trying to proceed on my duty here, not to escape... Yet, the Chokan and that Kempeitai agent seemed to be trigger happy enough to order my field execution. ~~~
Now, i'm pretty sure the attempt of assassination of a member of the KNF is a grave crime... Is it? The abuse of power granted to one's position is also not only a crime but a clear demonstration of ignorance about what the word 'honor' may mean. I'm disappointed that the Kusari State Police came to be lead by an officer who has such a bad knowledge of the laws and who thinks she can order and assassinate who she wants for the mere reason she is 'the principal law enforcer'. We would also ask KSP forces to not interfer with KNF operations, unless they are openly commiting serious crime.2) Declaring guilty KPT officer for abuse of power and assault on higher ranked officer. 3) Declaring KPT agent in question as traitor, and want KSP to redeem their name by capturing or eliminating that captain. We believe that Tokkeitai division inside KNF can deal with all internal problems and would contact us if they feel to do so. You shouldn't make enemies from your allies, I believe there are plenty of hostiles around in Kusari, better concentrate on them. Konnichiwa Gentleman, The Prime Minister's Office has been appraised of a recent unfortunate incident, between members of the Kusari State Police, and Naval Forces personnel. After reviewing the incident, this office is making the following statements: 1) The Prime Minister is concerned that this matter was not handled with a level of discretion required under the Legal Codex. On the part of the KSP, they used what could be perceived as excessive force for what is deemed by the Prime Minister as a trivial matter. To this end, the Legal Codex has been amended with the following clause: Quote:2-5 Enforcers shall not use lethal force against allied vessels, except in self-defence. On the part of the KNF, it is the opinion of the Prime Minister that any 'meeting' between a foreign warship and Kusari Naval Forces personnel should have been conducted through the proper diplomatic channels. The status of the SCRA inside Kusari space is currently before the Parliament. 2) It is custom in Kusari, that in the event of an error being made and acknowledged, even if only minor, a formal apology be made. There is no shame in such an action, this is our way. Apologies made in good faith, and accepted in good faith are part of our way of life. The Prime Minister therefore requests that the KSP Chokan Naoyo Imai, issue a formal apology with regards to an unsubstantiated charge of treason against Admiral Sakamoto Ryoma. The Prime Minister also requests that Admiral Ryoma apologise to Chokan Imai, for failure to observe due courtesy to the KSP - by not addressing the Chokan in a timely manner, and use of unprofessional language. The public expects nothing less than the highest degree of professional conduct from its law enforcement authorities.
