To the government of Kusari (Reply open to Kusari Factions) - Trail - 05-05-2012

I am not sure where to start here but ill start somewhere personally, close to home and my occupation

My name is Saruwatari Inikitami, Registered citizen of the Kusari Republic (ID still says Kusari Empire until it expires) and also a registered citizen of the Federal Republic of Rheinland. I work at Samura as a Transport captain and occasionally I also don the Kusari Explorer gunboat to act as a Convoy protection ship or to shoot pirates that are harassing our bases.

It seems to me that recently our... government has gotten ineffecient in several ways and area's, area's such as internal affairs, defense and crime. Although I have to give it merits for how foreign affairs are handled, for example the recent deal with Gallia.

I will start with crime, as that is the easiest to comment on as a Transport captain who has to deal with transporting cargo on a daily basis you can figure that I deal with pirates, house agencies and the like. Now in our own space we have the KSP who is supposed to stop pirates and smugglers, yet their jurdistiction is only limited to the core systems (plus 1 or 2)

What this means is that the KNF is taking over the Police's duty outside of our core worlds and it means that if there was a pirate in Nagano I would have to call in our navy even though our police forces should be dealing with it realistically, I could bring up several more examples both theoratically but also pratical things that have happened to me but I will keep this short that Crime is rampant because our police forces are either understaffed (likely) , being hold back by our government (yes, I would find this odd personally if this was the case but im a man of keeping all options open and realistic) based on the seemingly lack of jurdistiction of space that we clearly hold (government entities or the great corporations our space holds) or they aren't recieving enough funding from our government (which is also very likely)

Now since the KNF is dealing with this largely anyway, means this: Our borders are underdefended, our honorable naval forces have turned into a police force and thus I have to conclude that in order to counter crime that the naval forces now mostly consist of Very heavy fighters, Bombers and Gunboats because larger ships will not be able to hit snub fighters and bombers, now to combine this point into my next one: this reduces the effeciency of our naval forces if we were to get invaded by other houses or even criminal / pseudo governments with capital ships. Now since crime has gone up this means that the KNF is not even doing that great of a job (the same could be said for the KSP but I have already listed posts as to why I find the KSP ineffecient), I can speculate as to why but certain points I already have made speak for some this (I leave it up to the reader of this message to speculate)

I shall leave crime alone now, having felt that has gained enough attention and I am sure our own government can read statistics and reports of the KSP, KNF and other government agencies that deal with such statistics and dealings.

Now as for internal affairs I have to say this, our transition to a democratic government has gone... decent, however the unforseen side effects are not great for our glorious Nation, Our government makes decisions, Slow, ineffecient and weak. Now its not that hard to see why this all boils down to this: It is because there is a democratic process to uphold, everyone must vote on it, compromises must be made, our leader has no real power beyond representation and instead we have a large group of men and women who have to vote on every bill.

Under the Emperor (God keep him safe) we had a strong, fast and effecient government, decisions were made fast, they were made without compromises and our leader has all the power, who largely follows the people, his advisors and the corporations that make this great Nation. Things were generally, great, our economy thrived, our military was great and we even almost beat the bretonians in the war, and I personally do not blame the Emperor nor any other part of the government at that time for our loss at gallia's hands, it was an unfair fight and our military got split in half, not something that could have been changed under our current democratic government that spawned from the military defeat, anyway I digress.

Corruption while not officially reported on must be in a few nooks and crannies, it is no secret that democracies or pseudo democracies such as Liberty and Rheinland have issues with corruption in their government, this can be the Parliament, Defense forces, police forces and other. And from what I have seen I can only assume there is some Corruption in our government, ranging from some in the upper government and some in our military, rumors are rumors but I think the government knows what I am talking about, I do not know what happened but... to continue on my point corruption seems to be around and I don't see it being cracked down upon, this again slows down and illegitimizes our democratic government.

That is so far what I feel about our internal affairs, I have no further comments on that, only that I hope that progress is made or will be made in that area.

My last point is defense which sorta goes back to my issue on Crime and the KNF. Our defense forces are weak, small and well largely inexperienced, or well so i'd think considering our military defeat at gallia's hand, our current navy is understaffed, undermanned, undersupplied, underpaid and have a lack of material in terms of capital ships of anything above a gunboat. (anyone with common sense knows that fighters, bombers, etc can be mass produced and assembled in production plants in spacestations or planets) The only experience they have is largely against smugglers and pirates, perhaps maybe the occasional GC and Blood dragon capitals, and even then its usually gunboats, cruiser or destroyers in very low numbers.

What this means is, sure we have a 'token' defense navy but it is currently dealing with what our Police forces should be doing, and aside from the base and capital shooting they do not have the experience to deal with possible war threats from lets say, liberty, bretonia, gallia who all have or had their reasons to attack us. Our navy should be doing excersises to get the experience they need to fight the threat they were made to fight, not to point fingers at other houses but, that means fight and defend from other houses. Im sure they could learn a bunch of things from our trading partners in Rheinland who have a rather glorious and rather experienced Navy. But ofcourse there are plenty of other things to train through and I don't think i should need to list them but wasting the time of our navies daily objectives of dealing with what the police forces are dealing with is not one of them, atleast not in my book, not unless these pirates and smugglers start using ships bigger then gunboats and start being a threat to our police forces.

In short stop having the navy do the duties of the police, have them focus on war preparements and fund them more so the navy isnt so small and weak anymore.

I think for now I will leave it at that, maybe get some insight from the factions involved or maybe what the corporations or the government itself thinks. Im however not really expecting an answer, which well is what I would have hoped for but I do realize this is a lot of criticism, constructive of course and not by any means a hate message.

Konnichi-wa, Saruwatari-Shi.

I don't reserve the right to criticize nor comment on the differences of juridiction between Kusari State Police and Kusari Naval Forces.
I am a warrior after all, or a soldier, if you prefer.

I believe however things were organized this way since centuries for efficiency reasons.

An institution specialized in the enforcement of our laws on Kusari citizens and foreigners, another composed of well trained warriors whose duty is to protect Kusari people and Kusari interests.

As you noticed, the duty of the personnel of the KSP and the KNF became extremely difficult lately.

The main reason is the last wars cost to Kusari a lot.

Many were the men to die in Bretonia and the Taus. And many were the ones not being able to resume their duty in Core space.

Until recently, the KNF didn't have enough personnel nor material to fulfil efficiently its duty.
The situation improved in a satisfactory way, but yet, our current strength is far from the one we experienced when the Emperor was still on New Tokyo.

And since the KSP often pass after the KNF when it comes to material request, i wouldn't be surprised if the duty of those officer was even harder than ours.
I know for example several high ranked officers of the KNF were forced to do twenty hours patrols to ensure Kusari core space remained safe, since, as you noticed, criminals took advantage of the situation to ransom, disrupt our economy, and murder citizens.

Lastly, changing of governing system is a difficult task, and one has to deal with the inertia of the society he wishes to change.

That may be the very reason of this appearance of slowness and inefficiency coming from the current democratic government.

As i am not a politician, however, i don't believe i'm in position to comment on this.
