I guess i should introduce myself at first. My name is Sam, Sam Donalds of the Junkers. I'm contacting you as adviced by the LPI in order to ask for registration of a currently existing base according to Section 2, Paragraph I of the Libertonian laws. After the introduction of space station modules on the open market, me and my family thought it might be a good idea to construct a base at our working location in the the southern Texan scrap-fields to shelter us from the hazards while removing the leftovers of the Texas incident. Unfortunately, not being lawyers, we missed the amendment to the laws at that time thus constructing the base without actual permission to do so. Being told about this by a member of the Liberty Navy, i contacted the LPI in seek of advice which now told us to send a transmission to you (Crosslink). So here i am, asking you to view over our case and hopefully allow us to commence constructing our shelter. The base is going by the name Luckenbach Station, named after a settlement in historical Texas, and located in the Grande Negra scrapfield in sector C6 in the Texas system. It's usage will be providing shelter from the radiation in the fields as well as serving as storage for mined scrap metal. Of course all Libertonian Police and Military authorities already have unrestricted docking rights, so if you were going to examine the station in person, you are free to do so. Currently the station is classified as level one base. According to the current laws, the monthly fee to rent the space, in case this application gets approved, would be fifty million sirian credits, a monthly fee that is difficult to obtain by us. Considering our current prices for scrap metal and premium scrap that would need us to sell around 165.000 to 200.000 units of those each month to be able to pay up. While the laws mention that the sector the base is in only plays a minor role, it also states that each application will be considered on a case-to-case basis. Thus i'm asking if it would be able to lower the costs otherwise, like providing a monthly supply of scrap metal for one of Libertys shipyards for example. Infront of me is a report from the Liberty Navy confirming the position of this base, and its existence before the turn of the month. As such, this makes you liable for the lease fee for this month. This isn't just for you, but other bases constructed before the introduction of formal legislation as well. Of these bases, most have been deconstructed now. The prices are not flexible. If we were to make an exception for you, what would stop others from expecting the same? The prices are as much to discourage rampant base-building as they are to generate revenue. Yes, your informations are correct, we contacted Libertonian authorities about the construction of this base in april, the new regulations were published in may, so we did expect to pay for june. It's a pity we couldn't work out an arrangement of mutual benefit concerning the payment though, however we understand your reasoning. Please keep me up to date about the status of this application. Nevertheless, the Republic of Liberty has no issue with the placement of your base as long as you fulfill the financial obligations of its presence within the Texas system. As such, the monthly fee for this base is as follows: 50,000,000 [Zone 2] x 1.0 [Level 1] = 50,000,000 cr
This sum should be directed to the account Ferris.Dufresne immediately due to the presence of this base before permanent legislation was put in place. Additionally, it will also be due on July 1st of this year, and the first of every month afterwards while the base is still in operation. Please also record the time and date as this is very important, and provide us with proof of payment in the form of a cropped guncam image here. I have also received a request concerning private cruiser support for bases. We are currently discussing whether this would be in the interests of the Republic of Liberty, and should have an answer soon. As part of this discussion, I would like your views as to whether, given the opportunity, the Junkers would invest in privately owned cruiser-class ships to add to the security of your base. I understand that the Junkers do not intervene with force in the majority of disputes, but it is a question worth asking. Of course, nothing is final yet. About hiring a private cruiser support: It's always a madder of price and efficiency, dangers and opportunities. As you might know there are currently only two ways to allow docking to bases, either only allowing only trusted ship-names, or allowing any ship to dock. Since we're trying to sell our mined scrap metal and premium scrap directly, the second variation would be more beneficial for us, however that would enable criminals to abuse our base. If that cruiser support would be efficient enough to prevent criminals from doing so, we'd gladly pay a high sum.
