To the Government of Liberty
I want to apply for the permission to rent a bit of Liberty space and to build a commercial base. The base will be located near planet Manhattan above the plane. Out of trade routes and military patrol routes.
I'm a businessmen and I know how to make things profitable. So I can assure you it will be profitable to the citizens of Liberty and to Government.
The main purpose of that base will be to make high quality advanced equipment. Like cloaking devices. The access to the base will be restricted to Liberty Navy, LSF, LPI, suppliers of friendly to Liberty trade companies and the manager of the base. The built devices will be sold to the LN, LNS ships at 50% of they market price.

Firstly, we need to know who you are, and under what banner you fly; we do not even know your name. Secondly, as Manhattan space is always busy, we are generally unlikely to grant a permit for construction around the Capital, even if your base is to be positioned in a relatively quiet zone. Thirdly, we need to know if you understand the base legislation currently in place.

My name is Zaq.Green. I was working for different commercial companies like Gateway, IC, Ageira. But now I'm a independent businessman - freelancer. I have 2 people that help me run this business. They fly Gateway transport ships. I could use as an alternative placement position of the base: the space where was as jump whole to Connecticut system. Near Baltimore shipyard.
I understand the legislations about base construction.

You have suggested another region with relatively high traffic. However, before we even consider the construction of a base in New York, you need to first explain in detail the role which your base intends to fulfill that other bases currently do not.
