I would like to personally congratulate you for your new post in the Colonial Republic. I also wish you good luck as the Republic currently needs all your skills in order to return it to the path of growth and development.

The Independent Miners Guild will confirm it's role of being your most oustanding ally which stays at your side and assists you when you need us the most. The Board of Guild Masters after a lengthy discussion, decided to present you for ratification the following Charter which will act as a compass while also taking into consideration the previous discussions and negotiations you had with Guild Master Johnson.

[color=#FFFFFF]1. The eastern part of Coronado is recognized as the space of the Colonial Republic with the exception of 30k radius around Planet Pecos. Precisely the eastern part of Coronado is identified where the Barrier Nebula ends. There CR can impose their own laws and regulations with the obligation to keep the system as much independent and House unaffiliated as possible and exempt IMG (and their contractors) from these laws.

2. The Independent Miners Guild gives a large loan to the Colonial Republic with a very small interest (exact numbers are to be decided by the experts) which will use it to buy mining rights on Planet Pecos and optionally hire IMG scientists to help them with the terraforming of Planet Yuma. IMG is also ready and willing to start commercial shipping of raw materials to CR's industrial sector and powerplants and effectivelly decrease the high unemployment.

3. IMG retains control of Planet Pecos and the space 30k around it. With the mining rights, the Colonial Republic can exploit the deuterium deposits by establishing mining operations and it is also allowed to set up temporary homes for it's population before they are fully moved to Planet Yuma. Furthermore, the CR can bring military personnel on Pecos but not military technology as IMG is the owner of Planet Pecos and thus responsible for it's defences.

Mr Connors, with a deep disappointment we see you disregarding our official message while pulling your own rules around Planet Pecos. The Guild is still willing to help the Republic, but first you need to show you are interested as well. One-sided declarations are not going to help, especially when the negotiations have been finished and the Charter just requires your signature.

Guildmaster Ogawa.

It has taken a long time, and much work to come to this point between us. You know, as well as I, that our interests in Coronado are important to both of us - for the Republic, they are absolutely vital. The situation within Coronado has become very tense in the past few days, and our intelligence agents have made it very clear that the residents of Coronado are not happy with either the IMG or the Republic.

You are well within your power to become incensed by our concessions to the Citizens of Coronado, but it was a peace gesture.

As for the Planet of Pecos, the Colonial Republic considers the planet owned by the IMG, operated in part by Colonial Mining on rights that we have purchased. The space around Planet Pecos, the Republic consider an area of Republic Interest, under IMG Jurisdiction and Law. While it was originally a 30k zone, that original zone was truncated to 10k by Jack Henderson, in the discussions we have been having, while planning out this charter. I do not know why it has been moved back to 30k, but my reluctance to sign the charter was do in part to my intention to research the reason for the change.

Until it has been decided whether the space around Planet Pecos is 30k or 10k, the Colonial Republic will continue negotiations.

I want to make sure there is no misunderstanding. The Colonial Republic has every intention to continue working with the IMG on the development of Coronado. Do not mistake our message to its citizens as anything other than a peace gesture with our system neighbors, who right now, are less then happy about the current decisions being made.
