Subject: Request to grant base docking rights to Universal Shipping Inc.

Greetings,

You might have heard about this Incident already. Its my duty to inform of you of any "incidents" that might cause the safety of the liberty people.

At 22:39:25 yesterday, we heard reports of a Universal Ship being used to slavery. As soon as I heard about it, I launched an investigation into it. It did take sometime to find that, the captain of the ship was a man who had resigned earlier today and was on his way to Duluth Shipyard in Minnesota to hand over the ship there and formally be discharged of duty from there. It seems on Manhattan I believe, he picked up some loads and told his crew that it was "Classified". Though we are still not sure what have happened to the crew.

Worst case Scenario: They are all dead/Gone Rogue.

Either way, that ship is a threat to the people of Liberty. We have filed charges against the captain of that vessel. We will request to find the vessel and capture it if possible. If possible alone, we might care less about the ship than it being used against Liberty.

If the vessel is recovered intact, it will be returned to Universal Shipping Incorporated, once it has been analyzed for investigatory purposes. Otherwise, we are sorry for the loss of your corporation's assets.
