Although the creators of the Trade Lanes have the codes, doesn't mean they have access to the entire network. Police forces have access to detect if theres a break in the Trade Lanes, allowing for them to respond. However, from what I understand, if this info is out-of-date, the Lane Hackers, also have access to the network. Military doesn't need to since they're suppose to patrol the Trade Lanes the long way, using Cruise Mode from point A to point B. The purpose of the Trade Lane Network Access is really the Security Network in that system. Lane Hackers, however, use it to scan for potential targets. Still using the Security Protocols of the Trade Lane Rings, just applied in different context.

I'd say no just out of balance concerns but from an lore point of view I could totally see Ageira abusing TLAGSNET. Lorewise IC abuses the hell out of USI.
