Okay, we get defeated, don't return in system for 4 hours all good? Yes, makes sense.
What happens if your enemy comes to a different system and THEY initiated hostilities? Can I re-engage?
E.g. I'm defeated in lost, respawn in Mu, and before I know it, 3 BHG caps are attacking, can I return fire?

You can always attack in self defense. You are under attack when you already lost your half shield.

Which means you may return fire in self-defense.
They are allowed to attack you.
And you;re allowed to re-engage when they do.

You can't kill(engage) the people who killed you previously in another system, unless in self defence.
the example is hardly an example if it actually happened :O

well if they atacked you - they started shooting and you have that SSed - yeah return fire and burn them

Just to make it clear - they have to shoot on you specifically. Not allies.
