both... cases used to be covered in the id's. The idea here is limited the use of engagement to defensive behavior with other factions.
zoners have specific rp they dont go out picking fights but are often picked on hence escorting a trader against who all wants a hot piece of pie is warrented.
As far as a smuggler goes the opposite is true if it has escort it has escort from other pirates and lawfuls. lawfuls are hostile to anything carryng contraband. Again the id spells out specifically who you can escort who you can pick on offensively.
