Houston was born as a dump: more than that, it was designed for that purpose. A place for Manhattanites to wrinkle their noses at and say in bad times "Oh well, at least I don't live on Houston!" But there are some people who had to be there. Houston, although it's hard to imagine, would be a lot worse without the employment offers available from Deep Space Engineering, the Bounty Hunters Guild and the Liberty Police. The latter two have their local headquarters on the planet, which is very appropriate considering their tasks. To catch the scum, you have to get knee deep in it. But most go deeper than they should. For the LPI divisions with a total focus on Houston planetside, it's an unspoken truth that most cops are corrupt. Whatever group they are - Liberty Rogues and Xenos mostly, although the Outcasts do maintain connections in the system - they had paid eyes on the inside of every precinct in every district. Clean cops just had to accept that most of their friends were dirty. They couldn't report it to anyone; the people they would have to report it to were probably dirty themselves. And then they'd call in their paymasters to make you disappear. For Greg Hudson, the Lieutenant of one of these many dirty stations, he accepted that fact for the wrong reasons.
