Hello to whoever receives this message. Let me start off by introducing myself. I am Mr.Smiles, an independent businessman and the head of the Legnica Project. Recently, there has been a project in Coronado concerning base construction that I spearheaded, and I am happy to report that it was a success. This was merely a test, and we wish to push forward the actual mission. This is why I am contacting you today. The other members of the Legnica Project and I have been surveying around Sirius, and have decided that continuing the project in New York is the best course of action. To put things simply, we wish to build a trade hub in orbit of Planet Manhattan. The current plan projects that the base will grow to a moderate size, so it will be located well out of the way of any traffic, and we are more than willing to pay any and all fees that may apply.

The project is not due to begin for some time, so it leaves us time to negotiate terms and alternatives.

Before we so much as consider your application, the Government requires much more information about your organisation and what your objectives are. Why do you need to construct a trade hub above Planet Manhattan? Do consider that Manhattan itself already contains what is arguably the largest and busiest space port in known Sirius; and the existing facilities in orbit - Trenton Outpost and Newark Station - are both generating significant business for the Republic at this time.
