Two items this week:
- DHC- has been granted its Cap8 in accordance with Rule 4.8. It's been placed on DHC-Thsomething. Whatever the name was that Cris gave me.
- The changes to rules 5.6, 6.6, and 6.7 made back in May:

Are being moved out of trial status and into the permanent rule set. The world didn't implode, so we figure this'll work. Dev team will have to work on transport-capital balance to optimize the arrangement.
