Me and Jayce actually roleplayed those guys once.
We talked to Treewyrm about it (the then-leader of the Nomad factions), and he told us that official Nomad lore pegged them as agents of the Wild. Me and Jayce arrived at a similar, but separate, conclusion that they were, in a sense, actually "fortune tellers" that they claimed themselves to be. For a totally serious idea, Jonner and Blix could, possibly, be considered a part of the Aurora Forces that oppose Harbinger, and were some of the first to break from the Mindshare.
