as i was on my daily raids i came across and even that was confusing, i saw multible squadrends of liberty roughs attacking rochester base here is some picture evidentce.

Uh... I'm guessing that this is one of them situations where the NPCs have been demanding each others' cargo. Like NPC Bounty Hunters in Piranhas demanding the fleet admirals off of Liberty dreadnoughts.

Rogues are pesky little buggers, always demanding stuff from junkers expecting to not get shot at.
Let's just say the junker relationship with criminals is a tenous one. They need us for the black market trade, if any one criminal group breaks their 'alliance' with junkers, they lose access to massive amounts of ships, weaponry, and technology that the junkers move around Sirius, and such a loss could seriously harm their respective causes. Junkers use this to our advantage as leverage over these groups, ensuring that we have free roam over all Sirius space (with the exception of kusari, we have to operate in secrecy there).
Still, such fragile diplomacy wont stop the idiot corsairs or drug abusing rogues and outcasts from trying to make demands of us, so we deal with these losers on an individual basis, blasting their ships out of the sky and using what we salvage from the wrecks for our own profit.
the leaders of each criminal faction tend to 'ignore' a few of their members going missing for trying to make demands of the junkers, as they dont want to lose access to the underground trade we provide.
