I also enact the advancement provision of the Specialist Medical Health Care Act 815 Amendment, section 47: advancement of government applications, based upon the recommendation of Doctor Elijah Jobo (registered number#5782c73m) due to health concerns of the recipient.

Quantitative reasons given for request to transfer guardianship:
Unfortunately, according to information retrieved and presented by Queens Privateer Gareth Silves (QCP#<<restricted access>>) it was revealed that Shizuma Sakuragi, the last locatable guardian responsible for Kiriko’s wellbeing, is now missing in action and or deceased.
The transfer of legal Guardianship to Stewart and April Wolfe will ensure the legal, physical and emotional safety of Miss Hidamari and result in a trusted body of warming guidance and authority in her life, critical for the development of children.


Why is this request tabled:
Due to the unfortunate circumstances surrounding Kiriko and her current official guardians they are no longer able to perform their duties as her carer. Being a growing child it is very important that she has the stability, security and comfort needed at all times. Her general health is also much more complicated than most her age and Kiriko's Kusari heritage puts her at a huge disadvantage in Bretonia already. My wife and I prior to this request have been unofficially taking care of Kiriko as our home is where she stays when her guardian’s home is unreachable. She has become a significant member of my family and we both care for her dearly. It is for this reason and the news of the current guardians being deceased that we wish to formalise the unofficial guardianship to grant Kiriko the comfort of a safe home and gentle guiding hands to help her however we can in her times of need.

Background of the relationship between the Applicant(s) and the Recipient:
Miss Hidamari and I have been working closely within Border World Exports for almost a year now. Kiriko is still a growing girl but her health issues are many and complicated and April and I have always been at arm’s length should she need anything, it is our belief that Kiriko needs and deserves available and reliable guardians whom would be willing to step up and offer her the comfort of a home as part of the family, and not just a lodger renting a room.
Having scouted for my ship and its crew over most of Sirius, Kiriko is comfortable both on board my ship and amongst its crew as well as by herself, however these long journeys play untold hell on her frail body.
As such, me and my wife have taken it upon ourselves to nurse her back to good health on numerous occasions and have already made living arrangements for her inside our own apartment on Scarborough station, which is a decent sized room at (dimensions here).
We have previously helped her with personal issues and questions which she has, ranging from; language to sex and relationships, which is something she has never been allowed to know about before. At the age of 12 – 13 Kiriko is at a delicate, impressionable age where we want her to feel comfortable with herself and who she is and further help her development as the bright and cheerful spark that she is.
To put it simply, we have grown to love her as our own.

Dear Mr and Mrs Wolfe, I have been assigned to your case as the supervising investigative officer. I have been given the case load for both Kiriko and her younger sister Hera. Your guardianship request will cover both children, as splitting the two up would directly contravene with Bretonian social policy. We're going to require that you fill out a Full Disclosure application form which can be downloaded from the link appended here. Look for Social Services Full Disclosure Form: 3852-1398. In short, this is a missive to the BPA, providing details required to run a full background check for 1) Mr Stew Wolfe, 2) April Wolfe, and any other dependencies or lodgers living with you.

This will highlight any previous criminal convictions or other antisocial behaviour. Your references check out well, but we will be contacting each individual to verify your information. I will also have to conduct an inspection of your residential quarters to ensure they are fit for children to live in. We're expecting a clean sweep, so these actions are purely a formality. When it comes to the protection of children, we can't afford to cut corners, after all.

Given Kiriko's age (12), she meets the minimal requirements for legal understanding and responsibility. While she is too young and vulnerable to see to her own care, we will need a written or verbal statement to the effect that this development is desired by the ward. Given that Hera is much younger than her sister and categorically incapable of understanding her situation, her care arrangements will be decided by the State on her behalf, until such a time as she is legally self-sufficient (16). This will preferably mean that she and Kiriko are housed together, in compliance with Bretonian Social Policy: 138~9A/9.

Given the unknown status of the pair's previous guardians, the transfer should not be any problem, given the information you have currently provided. The fact that their absence has constituted as borderline neglect, compounded by Kiriko's health problems, your doctor's recommendation and your corporate management protocols means this process should be concluded rapidly and smoothly. It is our interest to see these two young children intergrated into a loving family unit as quickly as humanly possible.

Dear Mr and Mrs Wolfe, we have received the preliminary investigative findings from the Full Disclosure, which has revealed nothing out of the ordinary. There was one caution for shoplifting for Melissa, but that was later redacted and cancelled. From the attached notes, it appears to have been a case of mistaken identity or a clerical issue. Given that this is the only anomaly we could find, I am happy to pass this stage and give it my authorisation code.

We have also spoken to most of your references, save Sir Cromwell, who was too busy. That is of no significance, as the other individuals in question had nothing but good things to say about the loving relationship between Kiriko, Hera and your own family unit. They also vouched for your own character, which I am happy to accept given my own observations and the calibre of your references. Kiriko's confirmation is also appreciated and has been filed with your case notes.

Finally, I want to thank you for your hospitality during my inspection of your home. It is most certainly a safe and appropriate place to raise children, and I can see you have already made alterations to adapt to the arrival of Kiriko and Hera. Given that your home reflects a hygienic, safe and positive environment, I am happy to approve it for the girls' use.

To that effect, I am countersigning orders giving you both temporary guardianship over the sisters. These orders will expire in one month, and we will be holding weekly observations / meetings in the mean time to ensure that your guardianship is working as desired. If all goes well, we will alter the orders at the end of that month and add the two of you as permanent guardians. Well done!
