I have been given the case load for both Kiriko and her younger sister Hera. Your guardianship request will cover both children, as splitting the two up would directly contravene with Bretonian social policy. We're going to require that you fill out a Full Disclosure application form which can be downloaded from the link appended here. Look for Social Services Full Disclosure Form: 3852-1398. In short, this is a missive to the BPA, providing details required to run a full background check for 1) Mr Stew Wolfe, 2) April Wolfe, and any other dependencies or lodgers living with you.
This will highlight any previous criminal convictions or other antisocial behaviour. Your references check out well, but we will be contacting each individual to verify your information. I will also have to conduct an inspection of your residential quarters to ensure they are fit for children to live in. We're expecting a clean sweep, so these actions are purely a formality. When it comes to the protection of children, we can't afford to cut corners, after all. Given Kiriko's age (12), she meets the minimal requirements for legal understanding and responsibility. While she is too young and vulnerable to see to her own care, we will need a written or verbal statement to the effect that this development is desired by the ward. Given that Hera is much younger than her sister and categorically incapable of understanding her situation, her care arrangements will be decided by the State on her behalf, until such a time as she is legally self-sufficient (16). This will preferably mean that she and Kiriko are housed together, in compliance with Bretonian Social Policy: 138~9A/9. Given the unknown status of the pair's previous guardians, the transfer should not be any problem, given the information you have currently provided. The fact that their absence has constituted as borderline neglect, compounded by Kiriko's health problems, your doctor's recommendation and your corporate management protocols means this process should be concluded rapidly and smoothly. There was one caution for shoplifting for Melissa, but that was later redacted and cancelled. From the attached notes, it appears to have been a case of mistaken identity or a clerical issue. Given that this is the only anomaly we could find, I am happy to pass this stage and give it my authorisation code.
We have also spoken to most of your references, save Sir Cromwell, who was too busy. That is of no significance, as the other individuals in question had nothing but good things to say about the loving relationship between Kiriko, Hera and your own family unit. They also vouched for your own character, which I am happy to accept given my own observations and the calibre of your references. Kiriko's confirmation is also appreciated and has been filed with your case notes. Finally, I want to thank you for your hospitality during my inspection of your home. It is most certainly a safe and appropriate place to raise children, and I can see you have already made alterations to adapt to the arrival of Kiriko and Hera. Given that your home reflects a hygienic, safe and positive environment, I am happy to approve it for the girls' use. To that effect, I am countersigning orders giving you both temporary guardianship over the sisters. These orders will expire in one month, and we will be holding weekly observations / meetings in the mean time to ensure that your guardianship is working as desired.
