Good day Guild master Katsuo,
My name is Salvador Evans. I represent Kishiro Technologies. We are requesting to build an extension onto our base, Isehara Refinery in Okinawa. As you may have heard our extension onto Gas Miner Ogashawa, Saitama Industrial Annex was destroyed. We believe it will be easier and more safe to Rebuild in Okinawa. It will also make it easier on the GMG since we are not extdending onto a GMG base. We await your approval. Domo arigato.

After debating with the other Guild Masters, we have agreed to grant you a construction permit for your proposed extension to Isehara Refinery. As long as there are no breaches of the Guild's Territory Laws and that of our controlled monopoly of the He-3 market is unchallenged, we have no qualms about the reconstruction of the Saitama in Okinawa.
