These are the laws and regulations of the Maltese Nation. They apply to all Outcast pilots, and every Outcast installation, Ship and System. They may be subject to change, & notification will proceed any alterations. Outcast systems are defined as such: Core territory: Omicron Alpha Omicron Beta Omicron 85 Omicron 81 Omicron 80 Partial/localized control: Tau 23 Tau 37 Omicron 82 Orkney Lorraine Newcastle Sigma 19 The Omicron 85 system is under the control of the 101st Ghosts of Razgriz, and is governed by a separate set of laws and regulations in addition to the laws of the Maltese Nation. The Omicron 85 Directive is described in §10 §1-----General Trade & Commerce Laws: §1.1-----Contraband Laws: Artifacts, Nomad remains, Nomad Artifacts, NOX, Blood Diamonds and synthetic marijuana are illegal. If you are caught with them, you will drop the entire contents of your cargo hold and pay a ten million credit fine or run the risk of immediate destruction. If you are caught docking with these items, the fine is tripled and your ship will be denied access to all Outcast installation from that point onwards. §1.2-----Laws for Guests & Trade ships: All inbound ships are required to undergo a full inventory scan of their cargo, ship and papers before being allowed to dock at any Outcast installations within the Omicron Alpha, Omicron 81 and Omicron 85 system. §1.2.1 Non-allied combat vessels of all sizes are to explain their intentions when asked. Failure to do so will result in being commanded to leave, and if you do not comply, your ship will be destroyed. §1.2.2 All foreign and allied warships of cruiser class and above is strictly forbidden entry to Outcast Core territory* §1.2.3 Trespassing in our graveyard in the Siniestre Cloud is unforgivable. If you pass through, you will be given one warning prior to termination; if you attempt to loot the graves, you will be executed immediately. §1.2.4-----Specific Rules Of Conduct within Omicron Alpha
§2-----General laws for the citizens of the Maltese Nation: §2.1-----Conduct Laws: Follow the commands of the ranking pilots in space, whether they're from the 101st, XTF, 13th or 81st Syndicate. Outcast pilots and captains are at all times required to follow the directives issued by a member of the Council of Dons. §2.1.1-----Prohibited acts and their repercussions Individuals and groups that are allies or honored guests are not to be harassed. Treat them as you would treat any citizen of Malta. The following directives, and sanctions for breaching these directives is;
§3-----Naval Laws and Regulations: Outcast Capital Ship Registration Outcast Laws Wrote:Outcast Capital Ships are defined as; Any warship Destroyer class or larger. §3.1 Registration of Outcast capital ships is voluntary with exception to ships under the command of the Navy (101st) and any Groups or factions with representatives on the Council of Dons. Any independent is welcomed & encouraged to register their capital ships with the Maltese Naval Ship registry (//MNS-) §3.2-----Benefits for Registering your Capital Ship By registering your capital ship, you are showing the Maltese Nation and the Council of Dons, that you are willing to assist and aid in the protection and advancement of the Maltese Nation and her people. This action will be noticed by The Council of Dons and rewarded with the following benefits:
§4-----The New York and Liberty Systems Directive With the Liberty system being our primary system to smuggle & sell our Cardamine products, it is in the best interest of the people of the Maltese Nation, and it's economy, to use stealthier tactics when entering Liberty or New York. Therefore, No capital class ship (Destroyer class or larger) may enter Liberty System without written consent of the Council of Ministers. With the following exceptions: §4.1
*Transport class is defined as a cargo ship with 900 cargo or above **Only applies if the factions participating in the event is Official DiscoveryGC factions. Captains refusing to follow the restrictions put upon them by these laws risk fines up to 50,000,000 Credits (50m), removal from the ship registry, demotion and/or exile from the nation. §5-----Rheinland Systems Directive Rheinland does not directly serve any purpose for our nation, however with the improving diplomatic relations with native factions, friendly visits are encouraged. Smuggling through Rheinland, to reach Liberty is also encouraged, but pilots are asked to show extreme caution, as Red Hessian forces will attempt to destroy any Cardamine shipment going into or through, Rheinland. Military campaigns (//Raiding parties) are not permitted to go into Rheinland for now. §6-----Bretonian System Directive The Maltese Nation and the Kingdom of Bretonia has an ceasefire agreement based upon the need to defeat a common enemy. Therefore, no bretonian vessel shall be pirated, harassed or destroyed by Outcast forces. §6.1 There are however exceptions to this rule. If a bretonian vessel is found guilty in breaking §1.1, §1.2, §7 or §12 the punitive action related to the paragraph in question being broken shall be applied. §6.2 If an bretonian vessel is found loitering within 10 kilometres of Cape Wrath base, it will be asked to leave. If the vessel refuses to leave, it will be destroyed without further warnings. §7-----Nomadic Systems Directive The Council of Dons and the Maltese Nation has just recently re-established communications with the Guardian Spirits also known as Nomads. This is a fragile time for us, as we try to negotiate terms with this superior race. Therefore access to the Nomadic Systems is HIGHLY restricted. Only ships authorized by the Council of Dons or the 101st may enter these systems. Hopefully , with further diplomatic talks, this may change to benefit all Outcasts in the future. Failure to comply with the Nomad Systems Directive will lead to the immediate destruction of your vessel and exile of you and your family. RE: General Outcast Information: - Outcast Council of Dons - 10-30-2012 §8-----Allied Systems Directive With the Maltese Nation having limited allies, It is in the best interest of all Outcast's to abide by the following suggestions when visiting an allied system.
§9-----Hostile Systems Directive As the Maltese Nation has acquired many enemies, This directive gives any and all Outcast citizens permission to venture into enemy territories to inflict as much damage as possible and to loot whatever resources can be found. The only condition would be to announce your attack upon an enemy ship or structure. Taunting them before opening fire is far more honorable than merely attacking without warning. Remind them of the lowly wretches they are & then show them why the Maltese Nation and it's citizens are superior to them. Taking prisoners is also rewarded. §10-----Omicron 85 Directive 101st System Policy within Omicron 85
§11-----Chain of command during battle and peace time During times of war, and during times of peace, the Council of Dons and 101st Ghosts of Razgriz hold absolute authority over all Outcast pilots, ships, installations and systems. During times of battle, the 101st Ghosts of Razgriz hold the absolute command, and their orders should be followed to the letter. If a pilot of the 101st is not present, the Council of Dons, or the factions they represent**** hold the absolute command. If neither the 101st Ghosts of Razgriz, a member of the Council of Dons, or the organizations represented within the council is present, the highest ranking Maltese Naval Ship captain are in command ****Parties represented within the Council of Dons are; the XTF, the 81st Syndicate, the 13th Outcast Fighter Wing and the 101st. RE: General Outcast Information: - Outcast Council of Dons - 11-17-2012 §12-----Usage of special technology, and restrictions of such technology: §12.1 The following forms of technologies is prohibited for usage on all foreign ships, within the Outcast Core Systems without special permission from the Council of Dons or the 101st Ghosts of Razgriz:
The standard fine for having such technologies mounted is twenty-five million SC, payable to any 101st, 13th, 81st or XTF vessel on scene. Vessels who have paid the fine will be escorted out the way they came in. Failure to comply will result in immediate destruction. §12.2-----b]Foreign Warships Directive:[/b] The following ships are banned for usage, passage or operations within Outcast territory due to being a threat or a leniency to our installations. This list will also provide the standard rate of fines and actions taken against these vessels. §12.3-----Usage of Foreign Technology: The usage of foreign technology, such as armament, ships, personal defense systems or other devices is not encouraged. Especially the usage of foreign warships. Due to the unneccessary stress and problems such vessels create for our engineers and station crews. Thus the Council of Dons has decided that the following vessels are banned from usage within the Outcast Navy.
These vessels are highly restricted, and may only be used within the Outcast Navy once the A.D.M.I.N Authority has confirmed that these vessels has been adapted to operate within the Outcast Navy. Usage of these ships without formal guaranties from the A.D.M.I.N Authority will be considered treachery and insulting the pride of our nation. This crime is synonymous with lifelong exile and a pricetag on your head, should you escape the our station guards. §12.3.1-----Research and scientifically oriented vessels; The Zoner Research cruiser, Corvo class, are permitted for usage, if an official Zoner faction can supply maintenance manuals and blueprints. This is mandatory for each and every such ship, even if they are identical to one another. §13-----Base Construction, Regulations and Application: Privately Operated Bases, hereby known as "POB's" are regulated and strictly monitored by the Council of Dons. For the convenience of "POB" constructors and suppliers, we have divided our territory up in two zones. These zones are as following; §13.1-----Base Regulations: Zone 1 - Restricted Outcast Space: Systems: Omicron Alpha, Omicron Beta, Omicron 80, Omicron 85 Base restrictions:
Monthly fee: 75 millions Zone 2 - Regulated Outcast Territory Systems: Omicron 81, Omicron 82, Omicron Eta, Sigma 19, Tau 37, or within 50k radius of any Outcast installation. Base restrictions:
Monthly fee: 20 millions §13.2-----"POB" construction application: Code: [u][align=center][b]Base Application Form[/b][/align][/u] §13.3-----Illegal Construction, and punitive actions: If a "POB" has been found to be illegally erected, within the regulated zones set by the Maltese Laws, will the "POB" owner be contacted over the neuralnet. Standard fines and or punitive actions for illegally constructing a "POB" within the two zones are as following: Zone 1 - Immediate destruction. Warning is given 2 hours prior to forceful dismantlement to allow evacuation of the station. Zone 2 - 300 million SC. Warning and demand will be issued 24 hours prior to further punitive actions. The base owner are required to pay the fine within his 24 hour window, failure to comply results in destruction of the property without any chance of evacuation. §13.4-----Monthly fees, Fines and Construction fees: All fees, fines and other financial donations are to be sent to: Maltese.Treasury §14-----Explanations, Punishments and appeals: §14.1-----Financial Punishments All financial punishments, such as fines, fees and tickets, are to be paid to: Maltese.Treasury §14.2-----Capital punishments Punishments may vary from crime to crime, but certain crimes are irredeemable, these crimes comes with only two kinds of actions: A - Death penalty B - Lifelong exile Persons who are given either of these punishments have no right to appeal. They are considered an enemy of state from that point onwards. §14.3-----The right to appeal Every visitor, friend or ally of the nation, along with its citizens, have the right to appeal if they feel that the punishment issued is too strict. In the case of an appeal, the Council of Dons would re-examine your case, compare your evidence against the original evidence and give a verdict upon the the results of this review. However, the Council of Dons are busy people, the Dons do not enjoy wasting their time. Thus anyone who seek to appeal should hereby take note that they get only ONE chance. If the evidence still does not redeem and or shed new light on your case, the initial punishment may be further increased in severity at the discretion of the Council of Dons. The Council of Dons, are a group of extremely wealthy, powerful and influential men and women who hold a firm grasp over large portions of the Outcast Nations assets. Some may be extremely wealthy plantation owners, others, may be military fleet owners, no-one outside the Council knows just how much, or what kind of power these men and women hold. The Dons task, is to make sure the Outcast way of life and the Maltese Nation are being preserved and kept from harm at any time. These men and women work day and night, in order to preserve the Outcasts tactical, economical and military might. At their disposal are some of the most brilliant minds in sirius, alongside several seasoned war veterans and military tacticians. The Council of Dons hold the absolute power over the economical and diplomatic relations pertaining to the Maltese Nation, however the military section is solely ran by the 101st Ghosts of Razgriz. Within the Council of Dons, representatives from the following factions holds a permanent seat: 101st Ghosts of Razgriz (3 seats) 81st Syndicate (2 seats) XTF wing (2 seats) 13th Wing (2 seats) 75th Wing (2 seats) Representative from the reservist fleet (1 seat) These organizations, and their chosen aides, are what makes up the Council of Dons, and as such, these organizations represent the best of the best and the richest of the richest among us. They are the elite of the Maltese Nation, and should be treated as such. RE: General Outcast Information: - 75th Mosquitos - 11-27-2012 [75th] Mosquito Information The 75th Mosquito squadron is a small band of scout pilots assembled, lead and outfitted by Claes Leslie. They specialise in exploration and light combat scouting behind enemy lines, using the CX series fighter they are able to penetrate deep into enemy territory without fear of reprisals by hostile forces. The squadron was assembled by signorita Claes Leslie (birth name Angelica Lazurati), Born from her stubborn determination to prove to her father that she is more than just the orphan of a weak suicidal family. After she inherited the Lazurati Cardamine plantation her birth family owned as well as the sum of 300 million Sirius credits, Claes immediately left malta to begin work on making something of herself beyond confines of the Leslie family manor. Within the week, Claes had managed to persuade a small group of likeminded individuals that she had what it took to lead them to victory in battle, and proved it after their first victory when the squadron hijacked a light Independent miner transport to use as the flagship for their endeavours, this ship was named the Fantasmi. Even though the Gull transport they captured ship was not combat worthy, particularly comfortable in any respect, fast or had anything going for it at all, the mere fact it was the first initial victory of the forming 75th meant that it still maintained the respect of all pilots whom captured her, and all pilots that had joined since its capture. Due to the squadrons use of the CX series Scimitar the 75th is often dismissed as nothing more than an annoyance by potential foes, in most cases this turns out to be a fatal mistake on their part as this craft is far more dangerous than most give it credit for, especially in numbers. The 75th has been gaining traction lately appearing more like an underground movement with the intent of overthrowing one or more of the more powerful Maltese factions, this is not the case. As a small squadron Claes often recruits pilot’s fresh out of flight school and is aware that many of them are still not capable of handling their ships beyond the shadow of a doubt. None the less she respects anyone that shows a keen interest on self improvement, giving her the time to teach them how to handle intense combat situations, and how to conduct their selves properly as a member of the space faring Maltese forces. Operational Methods The Mosquitos have a variety of methods used for their operation which enable them to get the most out of their ships statistics, keeping the risk to their pilots relatively low. These change depending on what the squadron is doing at the time. High Sirius Operations When flying in the High Sirius sector; comprised of the Omicrons Alpha, 80, 81, 85, and Eta, as well as the Tau’s, Mosquitoes are used normally as advanced forces to provide intelligence data to the main body of an advancing Maltese front, operations against miners are normally only at the emergency request for assistance by an already engaged Maltese raiding party, able to mobilise quickly and in decent numbers is a strength of the squadron in these situations, normally always able to pull allied forces out of otherwise hopeless situations, turning the tide in battle. Eastern Edge Operations Operations in the lower Omicrons and Sigmas are maintained when on homeland patrol, done to simply keep an eye on the areas of Sirius not normally covered by patrolling Maltese craft. These systems include, Omicrons; 74, Theta, Kappa, Delta, Zeta, Mu and Sigmas 13, 17 and 19. These areas are never scouted by less than a pair of fighters at a time. Pirating Operations The mobile nature of the 75th meant that piracy had to become the main means of acquiring income. Claes could have relied on grants paid by the Maltese council of dons; however this would mean that they would become more controlling of her forces. This is something she desperately wanted and still to this day wishes to avoid. Since Claes funds the squadron recruitment herself she makes sure that the pilots transfer parts of their pirate earnings back to the Fantasmi should they do any, to keep the group afloat. Pirating is done in a rapid “get in, get the money, get out” fashion, Mosquito pilots are advised to flee the area – regroup – and change position the moment trouble appears to avoid being drawn into a large sustained combat situation that most pilots are simply not equipped to handle. Escort Operations Escorting smugglers is probably the most important duty 75th undertakes. The transport of materials to Maltese space and then the shipping of Orange Gold back to liberty are of paramount importance to the entire Maltese society. Critical to maintain Maltese economy and support the combat fronts held in so many different locations. Escort Formation. Positions (small formation): 1. Close Forward Scout The most important part of the formation, necessary for guiding the transport, must be within 10K of the transport at all times. 2. Close Rear Guard Close rear guard is responsible for keeping a lookout for incoming attacks from behind, approaching enemies are to be disrupted if they pose a threat to the transport. Close rear is also responsible for backing up the Far rear guard if needed. 3. Left Shotgun This position is used to get the transport in question to the desirable speed of 400m/s, otherwise is used to disrupt hostiles approaching the transport from the left flank. 4. Right Shotgun Identical M.O to the Left shotgun position, only reversed, this pilot is to watch for hostiles coming from the right flank. 5. Far Forward Scout This position is used only in larger formations when the number of escorts is at 5 or over, the far scout should remain in sensor range of the close scout at all times. It is used to provide further advanced warning for the formation, like the others, its role is to disrupt and detain any hostile attempting to reach the transport. It will be up to the close scout to lead the transport on an alternative route. 6. Rear Scout Rear scout is positioned far behind the rear guard of the transport, this pilot is responsible for checking a distance of 18K or more behind the centre of the formation for pursuit craft. 7. Far Left Scout Far left scout is distance protection for larger convoys, the pilot normally has their ship at a distance of 6K or more from the formation center to defend the left flank 8. Far Right Scout An identical position to the far left scout only for the right side of the formation, only used in large convoys, this is the last position before convoy escorts receive doubled up forces if numbers are greater than 8 Goals Gain recognition as a well organised and dangerous faction in Maltese society Provide Cover for the Cardamine smuggling rings leaving Malta Provide intelligence data for Maltese forces Maintain and reinforce diplomatic relations with allied factions Goals (oorp) To have fun To create a heavy role play based faction in Maltese society. To provide a pirating experience I believe to be more realistic than I've seen it done before. RE: General Outcast Information: - Outcast Council of Dons - 06-15-2013 The 101st Ghosts of Razgriz The Ghosts of Razgriz as they've come to be known, was a elite guard wing for the Dons. This was many centuries ago, now they represent the pinnacle of military power. Through the usage of brilliant tacticians and fine polished natural talents, these men and women are the best of the best, the crème del la crème. Through rigorous training and brutal selection processes, pilots who apply for the Ghosts are mercilessly drilled to become some of the best pilots to ever appear in sirian space. The 101st Ghosts of Razgriz, led by it's Administrator, hold the final command over all Outcast military vessels. Many consider them the true "governing power", due to their direct and total control of the Outcasts military assets, however, while unknown to many, they are only responsible for the military aspect of the nation. |
