So any ship can cloak, theoretically. In real, hm, ...life more cargo space = more time invisible. Best recon ship is a barge.

Good and only device will be Cloaking Device Mk2 ( http://discoverygc.com/wiki/Cloaking_Device_Mk2 ), because Stortas hold is 700 ( http://discoverygc.com/wiki/Storta ), so light cloak with hold limit 120 is a no no and advanced cloak mk2 with unlimited hold limit is an overdraft for sure.

About all ships can cloak. Its only possible If it has a cm. So As barge cm is removed it cant cloak anymore. Also most cargo how you look is the zoner whale. It has cm and is very agile:. BUT no guns at all

I just add that zoner whale can be used only with Zoner ID, so you can´t dock in house space except Zoner bases, Aomori and Hood. What means no MOX and without MOX you can be cloaked only for one third of time... So in fact, the biggest usable ship for cloak flights is Enterprise liner with 4300 cargo = around 63 minutes of cloak with MOX if I remember well.
And by the way, barge as a recon ship? One of best jokes I ever heard... :-D
