"It has come to my attention that there is a project being run using questionably obtained Kusari Technology. While I am all for advancing research into Weapons Development and turning the tide of the war I feel that the origin of the equipment salvaged and the legality of using the technology of a friendly House warrants a few questions be asked and answered by you.
You are required to report to the New Berlin Innsbruck Building, where the Buro has it's offices, for an inquiry by myself with representatives of the Rheinland Military and potentially the Kusari Naval Forces will be in attendance.
Failure to arrive in a timely fashion will result in consequences that will be undesirable for you.

Guten tag, Herr Direktor. I'm glad that Buro is showing interest in the Project. Unfortunately, last session of, as I was assured, "peaceful negotiations", ended up in an assassination attempt from no less than an Admiral himself.
Knowing the cunning efficiency and tactics of your agency that I've managed to witness with my own eyes during Spring campaign in Omegas, as one of now reformed Second Assault Fleet's Commanders, I'd rate the probability of lethal outcome as no less then 90 to 95% if the meeting would take place under the terms you proposed.
Even if I'd set the terms myself I cannot be fully sure about my and Project's safety. At same time, I do not consider avoiding such meeting as a preferable way of actions. That's why I have a proposal. Meeting will take place in an open space, far from populated areas. Presence of jumphole nearby is of utmost importance. If required, we can disable Dragon's outer armaments and keep them in a safe place. We will not disable internal security systems, though. At same time, If we'll see that there're more of you then it's required for the talks, meeting will be aborted. We're sorry for the distrust, but recent events showed that we should never put our guard down.
Also, I can't say I'd support presence of Kusarians on the field, but if it's required, then it's required. No heavy combat ships, though.

"Unfortunately it is not acceptable to meet in open space as the Inquiry by regulations MUST be held in person by a host of Buro and Military Personnel. You must understand that this situation is causing strain between the Kusari Republic and the Federal Republic of Rheinland and if we don't at least ATTEMPT to settle this peacefully than the alternative is undesirable for all parties involved. I do not want it to reach that point Commander, however the security of Rheinland is at stake here. Rheinland at this time CANNOT afford opening up a front with the Kusari people for with both the Liberty and Kusari fleets combined there is only a 12% chance of Rheinland surviving in any form.
I am afraid that this is the last chance for the Commander and Crew of the Dragon to settle this matter peacefully, frankly there were many who didn't even want to GIVE you a chance to explain it all in a peaceful setting, I had to pull many strings in order to even get them to listen to this proposal.
Please reconsider, for if you refuse than the Federal Republic is not going to be able to shelter you or your crew within the boundries of Lawful Space any longer...

As you may already know, the last attempt at peaceful talks have, unfortunately, escalated rather quickly. As a direct result of this escalation and the insubordination of the vessel in question, a shoot on sight order has been issued to all Rheinwehr personnel. Seeing that this order would hinder any further attempts at a peaceful solution, I am willing to temporarily lift said order - should the Kapitän agree to the meeting under the terms, and only under those terms, you specified earlier.
