Cloaks are almost certainly illegal in liberty without authoriseation. As to where I read that I have no idea, I only know it to be fact. And this link backs that up.

Basically what Joe said, Cloaks currently are considered illegal to possess by non-military pilots within Liberty, unless you make a request to the government of Liberty which gets approved.

Because in current Liberty laws, there is not a single word that cloaks are not allowed to free use, it is mentioned only in public announcement which really can´t be considered as law (at least because in laws is not written that public announcements of specific person(s) are on same level as laws, what would be ridiculous but at least valid procedure).But good luck in trying to explain this to regular police and navy players (look at quote in my signature, it is statement of LN officer
