Okay so I notice the name change card is gone so what is the process?

Type /renameme Your.new.name.here
And it will cost you 2 million credits.
There is also a time limit of a week to use renameme on that char.
Only after a week you can use /renameme again.

Or you can move it to a different account and rename. Also if you get the name wrong, you have a minute after you rename, to change it again.

And you need another 2 million credits for this
Or you will need even 4 million if you pick to move account and then rename
