It's normal for NPC's to carry that amount of cargo.
If it was a real player, then it would be something fishy about it.

Check how much it is carrying ussual armored transport is carrying only 500 of cargo.
well but armored transports are having too little cargo hold to carry that much.

Yeh NPC's can carry WAY more cargo than we can... Thats pretty normal, go scan some of the trains and they'll have twice that amount of cargo.

NPCs are different to players. No energy usage, ships have different stats and so on.
I have a screenshot of a CSV with around 800,000 light arms. He's a trigger happy Junker, eh?
