OK I am much calmer then last night, and as such decided to research/explore what happens around New Tokyo.
So i sat outside planet in my KNF fighter for a few hours to just witness what happens. Now in that time i watched the Player base shoot 5 players undocking from New Tokyo, 4 were killed that were under level 30. Now people claim player bases are RP bases. So explain how an under 30 player who is imune to RP gets shot and killed by an RP base?
Also i gave these lads 5 mil, and asked them some questions. All 4 new players had /restarted at New Tokyo, and were killed undocking. How does this promote a friendly player environment to new players?
1 more. People complain that Kusari has crap number of players in it, so how does a base that most players do not know the rep of shooting them for no reason encourage more players to play in Kusari?
This is what i do not get. These bases do nothing but deter friendly play here. They do nothing for new players, and i have seen maybe 3 out of 20 bases that are actually RP bases of any sort.
So keep friendly, and answer these questions for me, help me understand how something soooo OORP is considered an RP part of server.
Any flames, or trolls i will ask this to be locked. Whether against me or anyone else who posts.

That is strange, I just tested it (made new char and /restart kusari) and undocking was ok (as it should be because you have neutral rep with Hogosha after /restart Kusari).

I bet that the player base is the navy guardian rep, what usually when we start the game is RED (hostile). Like I made a suggestion (not that somebody care about that suggestion) all player bases should have a minimal range of 10k from a capital planet for new players safety. I had this issue in New Berlin, was very pissed of but had nothing to do. There are few tactics to get out BUT if the base/turrets shoot you down while you are getting out and can't do nothing (that few sec. when you dock/get out) then indeed impossible to avoid them.
Another suggestion is that developers take out this few seconds or implement the new 10k distance rule for player bases from capital bases.
Kusari has more action the Bretonia has, in Bretonia only the pirates are in action and traders who go trough the system.
I even made a test, Rheinland and Kusari are friends so I could go there with my VHF ship without making trouble, but what was interesting, a player wrote with pink color to me "get out" I checked the player and he was in NY system, wasn't with me in party... how he wrote in pink to me "get out" and why? This will be a mystery for me!

I tested restart Kusari, you can freely undock from Tokio. Most probably these players shot station or weapon platforms.

Same here, I caught yesterday player in Bumblebee outside Berlin who tried dock to Krupp, and as he couldn't, shot station. Next thing he noticed was platforms firing at him. Why he tried to dock to the first ring to the lane, right next to those platforms, it's a mystery for me.
Don't shoot POB/its platforms. Don't "test" your guns right next to POB or weapon platforms. inRP don't fire at all in a place full of civilian traffic, like outside capital planet.
Just do not.

Meaning they wouldn't get shot. You only get shot if you are hostile to Hogosha, which no-one is if they did restart kusari. Either the people you asked are lying or they did something wrong (that said they cant buy any bribes on New tokyo that would make them red with Hogosha)
But I figure from your post that is not the question, Your question seems to be how ooRP the base is. It isnt. It started off as a KSP base and it was that for a long while, then it got sold to the hogosha for the inRP reason for lack of budget to run the base if I remember correctly (which inRP was tied to several other RPs the KSP have had running in the past. Ex. asking the government for extra money funding and budget and not getting it.)

Well i want to comment on this one. As i roleplay my base its sometimes hard. As bases are limited. What i mean to say with this.
You need an X amount of repair supplies in order to maintain your base. If you want to sell items like guns, armors or commodities. You have to take it from that space. Ok its logical and it makes sense you will need this. I dont disagree. But to have a running shop it is hard. As mostly people complain with commodities who are not available due to minimal sell lvl for example. Bases COSTS money you will not earn with it or at least not much. For me its just FUN. But i think bases must be more restricted to make. To make it more inRP bases and more required to think it over. Most people now hurry in making a base. As they might be able to make like cloaks, jumpdrives and all other sorts of equipment with it. Leaving the inRP authorities to siege a base for like 2 days. (noticed im littlebit drifting away.. sorry for that)
So i hope inRP there will be done something about it. Maybe let the devs make it more hard to make bases. As that is the biggest issue here. (my views)

If you make bases harder to build, then they have to be even harder to destroy (than now). It is closed circle. Amount of players/time needed to build must have equivalent in players/time needed to their destruction. And even now people are complaining about fact that proper supplied level 4 bases are in fact indestructible.
To OP - I fly around New Tokyo quite often and never saw anybody destroyed by Itabashi base. Hard to judge then.
