Is that some kind of hack?

Setmsgs can't be used in PMs.
It's just someone typing fast I'd guess. If he'd taken the time to write a script, I would hope it would at least be better English than that.
As a note, all demands have to be made in local or system chat as far as I know, you can't actually pirate by PM.

Of course, you can send messages to people asking for money (pirate-speak optional), but they don't need to comply, especially if you are on the opposite side of Sirius. If they are in front of you, you still need to give your demands in a public way.
