To Kusarian Lawfuls/those in charge of bases. - Hone - 01-15-2013

Hello I am Hone, a long time GMG Franchisee, I was supplying Amouri station earlier today, when I dropped out of the lane at Planet New Tokyo, and was suddenly attacked by Itabashi station orbiting the planet! It seemed the base belonged to the hogosha, who have for a long time harassed GMG employees, however now their base is openly attacking us in the middle of Kusarian space, in defiance of the law, overloading 326 of my shield batteries, and damaging my ship! Is this an unlawful base? If not, why is it allowed to attack peaceful citizens, and what is being done about it. Who should I demand compensation from?

Hone,
the station designated as "Itabashi" was formerly built to serve as Headquarters for Kusari State Police.

Lately, it was bought by Black Dragon Syndicate.
We already received several reports concerning incidents in New Tokyo orbit.

Until Kusari Republic Parliament takes a decision regarding this, you are advised to keep your distances from New Tokyo, in order to avoid any loss.

Thankyou for your reply, may I ask who you represent? I would like to know what the hold up is, surely this is a simple matter of assualt by the station gunners? If you saw a hogosha ship attacking GMG ship, you would naturally destroy it without consulting the Parliment no? Why is it different for a base?

I will stay away for now, but you see how this just reduces trade to kusari, and damages your house? Not to mention the offence to the GMG.

Surely this base is in violation of the Kusari Legal codex, under:

2-3 Assaulting lawful and civilian vessels is not tolerated in Kusari Territory and Kusari Zones of Influence.

And therefore you have no need for a Parlimentary decision, and can just shut down the base.

I am part of the Naval Forces High Command.

You do not seem to fully understand how things tend to work, in Kusari.
While the Black Dragon Syndicate's motives are questionable, they are part of Kusari people.
The ones we swore to protect.

We simply cannot make a move on our own that could alienate the Hogosha. The social unrest has been a a big enough concern since the fall of the Empire.

Furthermore, many are the voices reproaching us the role we played during the creation of the Republic.

We serve.
We do not rule.

If you are that concerned about this issue, i'm sure you could contact your Guild Masters so that they use their well known ties with Kishiro Technologies to resolve this issue diplomatically.

Mister Hone,

As you already know, the Hogosha have recently taken over Itabashi from the KSP due to their budgetary constraints. We are now in charge of maintaining and operating the base on a day-to-day basis.

The Black Dragon Society is a legally-registered corporation in Kusari. We run a legitimate business, yet in systems such as Sigma-13, we constantly get harassed and attacked by the likes of YOU! Talk about reducing trade to Kusari and damaging our House indeed!

If you really seek cooperation, perhaps the GMG should find some way to make amends, perhaps offer to open talks with us, but instead, you broadcast an open message DEMANDING that the Kusari people offer compensation to the GMG, which, might I add, is NOT registered as a Kusari corporation under the Kusari Legal Codex?

Captain Hone, after speaking with Itabashi station control and received testing results: we have concluded that Itabashi fired because of your I.F.F transponder system. This has happened to ships on bad terms with Hogosha, who have an open channel for clearance requests.
Itabashi was built under police oversight and is entitled to defend itself. Your incident is not covered by two, three: since your own ships systems identified your ship as a threat. The artificial intelligence of the surrounding platforms could not establish whether your ship was full of explosives or food, given the guilds history with Hogosha – self-defence is justified.
I am afraid that the unfortunate differences between business entities are not naval domain. Sakamoto is right, we advise you speak to your engineers or open a dialogue with the Black dragon society for a solution to your I.F.F issue.

Is this a joke? I am "Not on good terms with the Hogosha" simply because I am a franchisee of the GMG. You say my ship identified me as a threat, what it identified me as is GMG, and you are saying that is justification for the Hogosha to attack me? You will do nothing because "unfortunate differences between business entities are not naval domain."? So you wouldnt mind if the GMG came and just shot any hogosha they see for the same reason? I bet you would.

Frankly this is just sad, way to discourage trade to Kusari...

Mister Hone, our patience with you has worn thin. You have abused the privilege of this channel, your actions unbefitting of a professional.
The hogosha did not attack you – a base defended itself. You have experienced this before – we do everyday at Roppongi – you know this is nothing new.
Ship action is an entirely different matter – and as I have said to the government and hogosha – if the situation escalates and strike wings begin attacks – then we will intervene.
We have seen no effort from your side –at all– to contact Hogosha for a solution. It is baffling that you expect House Navy to solve your quasi-problem: find a policeman or hogosha rep. Navy are concerned with actual, violent criminals.
You are not official guild – who have been consulted on the matter and stated it is not an issue. Why it is such a problem for you, and not them is a sign that you are a troublemaker.
You are the only party 'discouraging' trade here, your refusal to take responsibility is the first obstacle to a solution.
Now, I have genuinely important matters to attend to. I have in my hands a report for twenty two pilots suffering injuries ranging from bone breaks, limb loss, third degree burns, blindness, etcetera. Some will not see the next dawn.
Consider this before taking your next steps.
