SUBJECT: Refugee transportation

Dear Sir or Madam,

I've got two concerns regarding recent refugee transportations within Liberty space. First, when we had the pleasure to meet a LPI patrol near West Point Military Academy yesterday. I got offered an escort through New York system and was given the hint, to reconsider the refugee's destination, which was planned to be Planet Pittsburgh. Your officers however did warn me of the planet's horrible fate. I got suggested to bring them elsewhere, to avoid them becoming slaves at Pittsburgh.

It appears like the bretonia government isn't aware of that rumour, since my task clearly was to ship them to Pittsburgh. Whatsoever, I wished to get an own picture of the situation there first. And they were right - Pittsburgh is no working paradies anymore. It's a breeding ground for slavery now. I won't waste any words on giving an opinion about that - I'm not the one to make decisions as foreigner. Anyhow, although I didn't received the promised payment for the journey, I gave the refugees to a place of employment on Planet Denver. Profit can't satisfy one's guilty conscience.

Now my question is - are there any long-term plans on doing refugee camps on Planet Denver? Since the camps on Planet New London and Cambridge are heavily crowded, we're searching for alternative locations. Letting Planet Leed's remaining population fall into the gallic hands is no option. I guess we both share that view.

Regarding the transportation through Liberty space brings me to my second appeal - this might sound odd, but it appears like sometimes, the secondary Liberty Navy fleet confuse our heavy armored liner with a bretonia capital vessel, which is, according to your laws, forbidden within your controlled systems. Because the Pandora is the only registered service ship, carrying the royal signature 'Her Majesty’s Ship', we can understand such mistake. But we'll take it as offence when being chased, disrupted, or even engaged at. Althought this ship appears to have the size of a warship on someone's scanners, we'd kindly ask the lawful Liberty forces to show some respect by having confidence in what we do.

We thank you for you time and hope you will understand.

Yours faithfully,

Edward Hope
Captain of the HMS Pandora
Bretonia Armed Forces

INCOMING TRANSMISSION, NN NO. #5738295

Sender: Deputy Chief Colin Sinclair
Location: Red Deer II, Alberta
Subject: Re: Refugee transportation

Yes, it was. Regarding refugee camps on Planet Denver; there isn't much I can say on that topic besides "not that I know of". In the end it's not my decision to make nor assess; LP, Inc. doesn't operate nor have responsibility for any refugee camps at this time: Not on Planet Denver nor anywhere else in Liberty.

As for my personal opinion on the matter; I think it's highly unlikely to happen. I've got a feeling that most people of the wealthy upper classes on Denver wouldn't take kindly to (more) refugee camps there, but one can always hope. Planet Pittsburgh really doesn't make for a good location for refugees to settle down and reconstruct, as you say.

As for your last complaint, you're probably better off contacting the Liberty Navy directly, as I do not have any sort of authority over them; the only thing I can do to influence their actions is asking nicely. The Navy also follows entirely different operating procedures than the Liberty Police, so it's difficult for me to know why they'd stop or even go as far as opening fire upon your vessel. If this "issue" comes up again while you're visiting Liberty I'd suggest attempting to contact a primary fleet member of the Liberty Navy, or one of my colleagues, explaining your situation, and then asking him/her to explain the secondary fleet member how we treat visitors from the Armed Forces. That should make them listen, in most cases.

-Colin Sinclair, Deputy Chief of the Liberty Police, Inc.

P.S.: My apologies for the delay, Mr. Hope. It shouldn't have taken nearly this long to get you a proper reply, particularly seeing as neither of your two questions are really for me to answer. Unfortunately, Sergeant Reynolds, who originally (attempted) to forward your message to me disappeared a few days ago; your message therefore arrived a few days late at my desk, as we didn't come across it before we searched through his office at Police Plaza for clues to his sudden disappearance.

Ahoy Mr. Sinclair,

thanks for answering my question with your best knowledge. Since there seems to be no alternative location for shipping refugees into Liberty, we'll have to quickly think of something new. And regarding the problem with the Navy - it has resolved itself, until there'll be news about future refugee camps within Liberty space. However, I'll keep your hints in mind.

Sincerly yours,

Edward Hope
