The only server rules that you would break with placing a base is if you physically blocked another Solar object, in which case they will delete your base when found.
As for inRP player rules, pretty much every system will get you into trouble with someone, unless you request permission from them first. Borderworlds will be ran by whoever the nearest house is, or possibly the local unlawfuls.
