What it says you need to be signed up on a posted bounty contract, thus making piracy without a contract with the FL ID against the rules.

Why not just use the pirate ID?

Ah ok.
I wanted to use the fl Id originally because it was compatible with more stuff on the tech chart.
Unlike the Pirate ID which has 75% reductions across the board :/.

So if there was a bounty posted which required the hunter to destroy a player's cargo in order to claim, that'd be valid. So the Mollys paying mercs to force ships carrying Gold Ore to drop and destroy it would be okay, whereas a freelancer who just wants to pirate some gold ore off his own back wouldn't be.

To cross the t's and dot the i's, it'd be best for the merc to clearly state who's paying him to burn the cargo, either in RP or via PM afterwards. The hit would also have to be claimed on the forum through a valid bounty afterwards, otherwise it'd be PvP abuse.

The only thing you can pirate as Freelancer is other's people time.

Remember that the rule about piracy and Freelancers only refer to the ID, not the IFF.

Well, this means if the target is a trader and your registered by the bounty board, you could pirate them a set amount and if he refuse, then bounty and kill him. I dont know if its correct.

No. If bounty contract have a line about piracy, you can do it.
For example, some IMG contracts allows you to force smuggler drop his cargo.
AFAIK, there's no contract, which allows freelancer really pirate someone, but LR one gives nearly unlimited amount of targets to kill.
