• The Landwirtrechtbewegung. The LWB takes active measures toward being self-sufficient without leaving an impact, and actively opposes forces that attempt to exploit the universe. They are also a long-standing ally to Gaians.
  
• Hogosha. The Black Dragon Society has contributed to Gaian causes time and time again, and actively opposes entropy by cleaning up scrap in Kusari space.
  
• The Farmer’s Alliance. Another long-standing ally of Gaians, and another organization that opposes oppressive, toxic regimes. Lend them full support.

• ALG Waste Disposal. The corporation, unlike most others, works solely in an industry that counteracts entropy of other institutions by removing scrap, hazardous materials and other by-products of the human condition. For that, they must be respected and commended.
  
• Corsairs. While a more predatory force in the universe, they respect and assist Gaians frequently, and have helped us often in our times of need. They also do not create entropy at a rate that many others do.
  
• Junkers. Their role as recyclers in Sirius, much like ALG and Hogosha, is invaluable.
  
• Zoners. Their motives by nature attempt to maintain balance, and their trade goes toward self-sufficiency, rather than profit. They are to be applauded for their efforts.

• The Gallic Royal Navy. They have destroyed our homes and threaten Gaia with their presence, but we do not have the force of arms to oppose them, and our non-aggression pact still holds. Avoid altercations.
  
• The Independent Miners Guild. They are miners, but they have helped us in the past, and for the most part remain sensible in their actions.
  
• The Order. They protect humanity from alien threats, but do not especially contribute to maintenance of the world balance otherwise. Allow them to work in peace.
  
• Nomads. They operate upon instinct. Like a dangerous wild animal, they are best left undisturbed.
  
• Any others not mentioned elsewhere.

• Cryer Pharmaceuticals. The corporation provides safe synthetic compounds to Cambridge researchers, but also has a heavy hand in the trafficking of Gaian wildlife. They are to be watched.
  
• The Gas Miner’s Guild. Disrespectful and terraformers, but well out of our reach. We do not have the resources to deal with them.
  
• Golden Chrysanthemums. Lapdogs of the Outcasts. We have never had direct confrontations with them. Avoid if possible.
  
• The Liberty Navy. Our operations may occasionally force us into conflict with them when we operate in California, but they themselves are for the most part at no fault.
  
• Liberty Rogues and Lane Hackers. Allies of Mollys. They may not appreciate our presence in their territory.
  
• Red Hessians. They are an enemy of Corsairs, and undertake actions that are very questionable, but they do not fall in our line of fire regularly.

• The Bretonia Armed Forces. Protectors of criminals and perpetrators of false justice. Judge and sentence.
  
• Bretonia Mining and Metals. A poisonous entity that has polluted Bretonia and regularly defiles natural resources. Retribution is in order.
  
• Corporations. Unless they have proven themselves, they are engines fueled only by material wealth that seek to consume resources and oppress. Hunt them down.
  
• Mollys. A long-standing enemy and miner of metals. Conflict is inevitable.
  
• Orbital Spa and Cruise. Exploiters of natural systems for the sake of profit, with no regard for impact. Give them a tour of the backs of their skulls.
  
• Outcasts. Manipulators of human life and perpetrators of greed. Eradicate them.
  
• Planetform. The greatest threat to existing natural systems in Sirius. Destroy on sight.
  
• Reapers of Sirius. A world lies shattered in their wake, and there is no doubt they will commit such a crime again. Seal their fates.
  
• The Rheinland Military. Dictators that enforce martial law upon their nation. Rise against.
  
• Synth Foods. Creators of false sustenance and destroyers of natural order. Give no mercy.

Personally, I figure criminality is in the eye of the beholder. Ask a cop if stealing is a crime & they will mostly say yes. Ask a Gaian if stealing is a crime & some will say it depends on what caused the need for theft, and ask if that cause is a greater crime in and of itself.

I think that he means that there's room and maybe could be cool to try to RP a "radical" sector and a "moderate" one?; I mean it's not the same a Professor writing articles to a newspaper talking about how damage are doing Planetform activities and a young guy son of a strong gaian propagand who's relatives have been imprisoned trying to keep alive a [insert endangered animal/plant here]

And i think i'm agree, that could make possible a more complex rp with bretonian authorities (from a humgle Ecological lettuce farmer to a maverick group of saboteurs) - On the other hand it's more difficult to translate in game (players not aware of this duality, ...) and not sure if it's your original idea. Both concepts are valid and good i gues
