So... since players cant supply their bases now because of server downtime, what happen to PoBs when theres no players? Probably it become dead because its decaying? Or if server is down do player bases still consume?

I'm pretty sure that any bases which weren't be able to be supplied during the down-time will be restored.

In the words of Cannon:
The system is under testing and I expect it to be unreliable. Once the testing is complete, all bases and everything will be restored.
Don't panic. I recommend you don't work too hard on your bases over the next few days, they'll very likely be getting rolled back.
