How do people do these automatic chats? Eg. a rl cruiser sights a liberty cruiser, and he goes "Known enemy [name of liberty cruiser] sighted at sector [location], guns charged".
Like, how do people do these chats, eg.
[greeting] [targeted player] [location]
Is there like some kind of built in/ external chat function or do ppl just type these robotic structured sentences over and over at lightning speed with perfect accuracy?
Also what are the pimpship commands to give my lpi guy some nice police lights on his liberator?

The wiki page pretty much answers your question regarding the preset messages.
As for the police light pimpship, you can change your docking lights to a pair of fastsmallblue and fastsmallred lights, and also bind a key in control options to turn your lights on and off. That way, whenever you're on regular patrol, you can keep the lights off, and soon as you run into a hostile or decide to chase someone you can hit the assigned key and turn your lights on.

The list of lights doesn't appear to be correct, but 0-10 are white, 20-30 are blue and 40-50 are red (roughly). The "DockingLight"s are the ones affected by turning your lights on and off.
