Members of the Great Outcast Nation and her allies,
Due to the recent attacks against our arch enemy, the Corsairs, the need to protect our space has never been greater. The threat to our great Nation may not come as a giant invading fleet on the horizon. Being a master of sabotage and recon, I know the real threat of small terrorist acts occuring right at our heart. A simple warhead loaded with MOX and Deuterium (in the right proportions) detonated in Malta's atmosphere would be devastating to our population, not to mention our precious orange crop.
I have talked this matter over with the RoS High Command and they feel the same way. It is IMPERATIVE that ALL foreign ships entering Outcast Space be halted and scanned for suspicious cargo or personnel. If any foreign ship does not comply with the order to halt and be scanned, they are to be shot down. Tractor in any escape pods and bring them immediately to Malta for interrogation.
Yesterday a foreign spy was located on Ibiza Base while in the process of tampering with the station's main power plant. After much "persuasion", he volunteered the names of a few terrorists we have had our eye on for some time.
The threat to our Nation is verifiable and very real ladies and gentlemen, all foreign ships MUST be thoroughly inspected. I know you will do your part to protect our Homeland.

Although I totally agree with your statement that all ships entering Outcast space need to be scanned, I foresee
some possible problems arising in the future with this action. I Fear the Blue Lotus Syndicate will have issues with ships picking up the cardamine they distribute being constantly stopped for scans. This will cut into their distribution by mere fact that some smugglers may tire from constant scan when entering & leaving the system & not return. Now, It is a fact that we at Shadow Outcast Brigade do not condone or recognize Blue Lotus Syndicate's control over Malta's cardamine, Yet we do not interfere with their operations & hold a neutral status with them in an agreement we are currently holding to with the 66th & 101st Maltese Guards.
As S.O.B. takes commands ONLY from 66th & 101st, we will await their input into this matter & follow up accordingly. As for now, I have ordered my brigade to continue to scan suspicious ships entering the system, & to let pass any ship claiming affiliation to BLS's operations Until further instructed.

Well my Guard loving friend though your devotion to our friends the BLS and 101st brothers is admirable to say the least i shall commend your loyalty, but let it be known that i have no doubt the 101st Outcast Guard will deny us this request, we are after all doing this for the protection of Malta, not just to cause our glorious smuggler unwanted hassle.
As for our friends the Blue lotus society i to doubt they would mind they're precious shipment being held back for a mere 5 measly min's for a simple scan of they're cargo, after all if they are not showing they're [BLS] colours in broad daylight to us, it is they're own fault no? and also as you hear from my subordinate Flagg, a simple bomb made of the right material and mixture can create a deadly explosion to our atmosphere, don't forget that it is not just mere oxigen in the air of Malta but also chemicals released from our glorious orange ambrosia, who is to say the right concoction may not cause a chemical reaction resulting in devistating damage. Think common sense here my friend you may answer to the guard but you are not without your own brain, like i said i am sure the BLS will be more than willing to let they're untagged shipments be held back for 5 min's if it means the protection of they're entire business as a whole, no let me rephrase that. Not just the entire business of the Blue Lotus Society but the entire future of Malta itself.

The Elite Shadow Society's Overwatch Battlegroup has been performing scans on any vessel in Maltese space regardless of callsign and/or IFF. Any other ESS vessels from other battlegroup's that are in Maltese space shall be advised to do so also.
However, ESS vessels will only inform other Outcast wings and battlegroups with specific information regarding scanned ships. The ESS will not open fire on any vessel, unless these vessels are a direct threat to Maltese and ESS security in the eyes of the ESS.
