Guten tag, to whichever Arbiter or authority figure I am reaching:

I represent the Vereinigte Widerstandsarmee (hereafter referred to by the acronym VWA); we are presently the foremost paramilitary of the Bundschuh movement of Rheinland.

The Junker depots of Kreuzberg and Yanagi have for many years supplied the various revolutionary groups within Rheinland since their infancy and to the current state of many of them now; each respectively large enough to crew multiple stations and bases. In the case of the Bundschuh... Per-capita, our organization still bears the scars of the Nomad War. We never have fully recovered from the loss of certain prominent individuals, though our own role in the war culminated in a strike against Das Wilde.

The VWA differs from other Rheinlandic revolutionary groups in that its members are strongly encouraged to only use force in self-defense; supplies and donations are garnered far more often through conversation and persuasion. While this allows us to hold true to the "moral high ground", it does result in our members often being less reliably funded or equipped.

We are hoping, then, that this is where the Congress may come in. Before some kind of deal is arranged, I simply wished to make this request. The transmission will be left open for further negotiations.

I guess I should be honest and tell you that I'm not all that concerned with your moral high ground or your revolution. Revolution can be good for our business though. Yeah, I'm primarily a businessman. Getting too deep in other people's politics is just not good for what we do. That being said your boys are fun to hang with at the bar so I'm sure we can work something out.

While I of course am a minor bit disappointed in your comparative lack of humanism, I cannot impose such altruism upon you. Nor does that invalidate the fact that the Congress' expertise at acquiring certain commodities would be invaluable for our movement.

I will compile our pressing requirements into a format easier on the eyes.

Bruchsal Base, Frankfurt
  • Superconductors - The Bundschuh rely primarily on an antiquated fleet of aging Border Worlds Snubcraft left over from the Hessians; the one that I fly is not only older than I am, but is a veteran of the Omega War. While we lack the resources to completely upgrade and replace this fleet, we can attempt to keep it going as long as we can. As of late we have noticed our fusion engines malfunctioning due to shoddy superconductors; we hope the Congress can aid us to remedy that problem.

  • Platinum - Aside from the political necessity of having a small emergency stockpile of the precious metal in case Bruchsal is in danger, Platinum is required in at least moderate amounts to keep our snubcraft's electronics running at adequate efficiency..

Eltmann Outpost, Munich
  • Luxury Consumer Goods - The Bundschuh are a political entity that seeks to purge the rampant corruption omnipresent within the Bundestag and amongst more minor representatives, but at times I have found a certain tactic works admirably enough; using various luxuries as a "litmus test" to gauge the corruptability of a given politician has not only offered the Bundschuh some minor gains in policy, information, or counterintelligence, but has also proven without a doubt that every politician in Rheinland has a price.

    With this in mind, Eltmann serves as a depot of sorts to offer "favors" to the powers-that-be who frequently visit the nearby Augsburg Orbital Colony; where we do not provide damning evidence that these politicians accepted bribes in the interest of furthering their own personal power, we place these same men on a "blacklist". When the Federal Republic inevitably falls, the Bundschuh will know exactly whom to keep the reins of power away from.

  • Light Arms - The Bundschuh are planning various operations that may well necessitate boarding operations; for these to be successful, it is imperative that our operatives are armed with the most modern and up-to-date infantry-arms availible on the market. Eltmann has been designated as our stockpile for such weapons due to its remote, quiet location.

The VWA are well aware of the Congress' wide reach and control of several black markets throughout Sirius, and as such we trust that finding these goods should pose little issue. We have of course taken the liberty to set aside additional funding should the Congress need more "incentive" to aid us instead of more "lucrative clients".
