Vice Admiral Polstari,
The board of directors and I thank you for bringing this to our attention quickly and reasonablely. It is unfortunate and regrettable that our first official correspondence has to be under such dire terms.
To the matter of the Hyperion. OSI has always prided itself on its lawful participation within the Houses, and now is no different. You have asked for an explanation of the actions put forth by said pilot, and you shall have one.
The pilot of the Hyperion, a Mr. Yan Wenli, is not a native Libertonian, and has spent much of his recent time in the areas of space outside of house law. It could be that in his native Kusari, the view of some against the vile drug Cardimine isnt as strong as elsewhere in the houses. Or that he has simply spent much more time in the lower omicrons dealing with our mutual enemies than was good for him. It is an unfortunate truth that this vile drug is increasingly popular on the black market, and because of this I could not begin to guess when and where he came into contact with it. I do not believe that it was Mister Wenli's intent or purpose to break Liberty Contraband law in any form.
Regardless of intent however, The law was broken. Ignorance of said laws is not an excuse, and to that reasoning OSI is prepared to cooperate with the Liberty Authorities however we may to see this issue resolved with as little fuss as possible. Mr Wenli shall be summarily discharged from employment within OSI, and will be no longer afforded use of company assets. Should we come into custody of him, he will be handed over to Liberty Authorities with all due haste. We shall also be dispatching a wing of our own fighter craft to Liberty to find and capture this man. We only ask that should the course of any investigation you may undertake lead you to where this pilot acquired these goods, that you let us know so we may take further steps to protect our pilots and company from further issues and embarrassment.
I will also set the record straight concerning Rheinland, Vice Admiral, as I am sure we both know how quickly rumors can get out of hand. Yes, OSI has been expelled from that House for infractions very similar to these that we face today. One of our newer employees was tricked by a modular base's docking transponder, and he made a purchase from said base. It turned out that that base was a front for one of the local criminal elements, and House Rheinland saw fit to deem us terrorists and expel us from their territory. I can honestly say that your actions thus far have already proven to me which House is the better house in your conflict.
I hope that this explanation serves to answer your concerns and to show that OSI takes our lawful presence within Liberty very seriously. It has always been OSI's policy to follow and obey the laws and law enforcement personnel of any space we may travel through.

Your swift response is appreciated. This has saved you some measure of trouble with respect to your corporation as a whole. Unfortunately I cannot agree that Mr. Yan Wenli was not aware of his offense, as the swift powerdown of his transmitter without responding to the hails indicates a level of understood guilt on his behalf. With respect to that, we are glad that he is being terminated from his position. Rest assured we will prosecute him to the fullest extent of the law when we catch him. However, we will still require and impose the following sanctions on your company as a whole.
- A fine of fifty million (50.000.000) Sirius Credits sent to the account [LN]-Armory.001, with proof of transaction transmitted on this channel.
- The docking rights of the vessel OSI-Hyperion in Liberty will be indefinitely revoked.

As to the other two conditions, rest assured Vice Admiral, that once The Hyperion is back in our hands it will not be making any trips anytime soon. We intend to completely strip down the ship to make sure there are no other surprises. In any case, we will make sure that the ship does not return to Liberty Space.
We have also put out a general bulletin through our secure channels for all our pilots to review the Laws of Liberty as per your request. Hopefully the refreshing of memories will prevent any further mishaps.
We hope that you find these responses satisfactory and that we can move past this incident and on to better relations.
