as outlined by Don Contador, the Outcast Nation, along with the maltese people, wishes to promote further cooperation with the Tau 37 based Zoners. However as you may be aware, our nations laws, wich also governs Tau 37, has crystal clear guidelines for Privately Owned Bases, or POB's.

The construction fee is 100 millions, which can be paid to the [101st]Armoury .

The following monthly fee is 20 millions. This fee covers escort services, free cardamine supply, protection details and emergency aid (if need be).

You may find the fee's a tad steep, but aslong as you follow our laws, you will have the military might of Malta backing you up.

Naturally, we require an ambassador to have unrestricted access (//admin rights) within your amenities. Just to be on the safe side.

The full terms and conditions laid down by the Maltese Lsws are quoted below. If you decide to agree with these terms, the 101st alongside the Council of Dons would be more the willing to offer you a construction contract.

Privately Operated Bases, hereby known as "POB's" are regulated and strictly monitored by the Council of Dons. For the convenience of "POB" constructors and suppliers, we have divided our territory up in two zones. These zones are as following;

§13.1-----Base Regulations:
Zone 1 - Restricted Outcast Space:
Systems: Omicron Alpha, Omicron Beta, Omicron 80, Omicron 85
Base restrictions:

The Council of Dons are required to have access to the masterpassword at ANY time.

Systems: Omicron 81, Omicron 82, Omicron Eta, Sigma 19, Tau 37, or within 50k radius of any Outcast installation.

Number of weapon platforms allowed - 4
Factory modules permitted: all
The Council of Dons are required to have access to an administrator password at all times.
Outcast ships must have access to the facilities from the moment the base is erected

  I hereby pledge allegiance to the Maltese Nation, and accept the terms and conditions set forth by Maltese Law §13. I am also aware that by failing to meet the requirements and regulations set forth by the laws, I risk fines up to 250 million SC, along with the immediate destruction of my facilities and the employees within.
  
  Through the regulations stated in §13, i am forbidden to expand my facilities beyond what is being regulated by the Maltese Law. I am also aware that cooperation on any level with known enemies of the nation will void any rights and permits related to my facilities and may lead to punitive actions, such as high fines, the termination of the facilities, and or banishment from the nation.

§13.3-----Illegal Construction, and punitive actions:
If a "POB" has been found to be illegally erected, within the regulated zones set by the Maltese Laws, will the "POB" owner be contacted over the neuralnet. Standard fines and or punitive actions for illegally constructing a "POB" within the two zones are as following:

Zone 1 - Immediate destruction. Warning is given 2 hours prior to forceful dismantlement to allow evacuation of the station.

Zone 2 - 300 million SC. Warning and demand will be issued 24 hours prior to further punitive actions. The base owner are required to pay the fine within his 24 hour window, failure to comply results in destruction of the property without any chance of evacuation.
