Well, I'm a bit confused. Creating this thread in light of this warning.
Many of us using national words for greeting or some other basic well known words without any problem, and I honestly don't see a problem with "Como estas".
It's really a well known words, just like "hermano", "monseur", "verstenden" or "towarish".
So basically, if it'll meet, for example, a Rheinland character with greeting "Guten Tag", is this really worth a report? Rule 2,1 says so, but - that's silly.
So an idea, why not mention of allowed non-english words in the rules? To prevent such warnings/sanctions ever happen again.
Within reason. Some sayings and greetings are perfectly fine within RP, especially for factions like the Outcasts, RMs and so on.

Already said. "Como estas?" it's for what (\^/)Eros has been warned.

Yeah, but rule wise we ain't allowed to use non-english words.
If this is indeed what you have been Sanctioned for, then I would say the Reporter was very excessive with his reporting and didn't use 'Common Sense'. The use of Konnichiwa/Bonjour/Guten Tag adds a little more inRP realism.
I am also very surprised/disappointed that the Admins have allowed it to go that far in what should be deemed, in my opinion, as a rather inoffensive violation.
'I would like to be half as clever as some people like to believe they are' Life is full of disappointments, it is how we handle them that helps to define us, as a person
2.1 System and local chats are to be kept in roleplay and in English at all times. Any OOC (Out of character) chat should be marked with " // " and only used when absolutely necessary. OOC communication in group or private chat between players will cease if one player requests it. Admins are free to communicate with any player at any time.

If somebody does not like your Gutentag, Bonjior or Kallisti then can ask you to stop. If they don't stop hit the report button if languages other than English offend you.

I agree with this revision.
If the original rule is about English purism I don't agree with it. I think the underlying expectation in the rule is that every player should be able to sustain some basic role play in English without reverting back to some other language for the bulk of their communication.
I live in a part of the English speaking world where Spanish and English are mixed together all the time, especially with greetings and departures. More than half the signs I read and ads I see on a daily basis, in public, are in Spanish, Chinese, Vietnamese, Cambodian, Arabic and occasionally Tagalog.
It is incredible for me to imagine that future space-faring civilizations would be able to communicate in one lingua franca without regional differences slipping in.
And our real life players are from all over, so we should capitalize on that diversity and allow them to slip some realism into their IRP dialogue.
I think these little foreign additions spice up the RP. If that warning really happened just for that 2 words, I find it sad and exaggerated. I agree with the revision mentioned above.
There would almost have to be more to this story than what's being shown here, something else had to have happened.
Saying "Hola, Senor" or "Konichiwa" is quite common and certainly in and of itself would not dictate any warning or need for filing a sanction.
Even saying something like "Eh, Pedro, Come Esta?" and getting as reply like "Asi, Asi". Because then you get a response like, "So, mi amigo, what can we do for you today, eh? Esta bueno?"
So ... yeah, I'd have to say that there's something else going on behind this warning. Because if not, that's even more of an anal and restrictive ruling than literally anything I ever ruled upon.

So if there's a bunch of [RM] in Texas and they're all waffling some pretty standard German as they tend to do before going into a fight, [LN] can turn around and demand, in full-blown OOC, to cease and desist? Common sense really should prevail here.
