BHGs use freeports ( and might get a base or so in 4.85 in crucial system(s) ) ... the zoner / BHG treaty is a fixed freelancer lore - however unlogical it might appear.
think of a freeport as something like babylon 5 station. - you can fight a war - but on the station, you will leave your weapons - those are installed to give every faction a bit of peace. - no matter what faction. - even the corsairs will enjoy a bit of rest sometimes or the BHG or the order.
not everyone is bloodthirsty 24/7 - think of it like world war 1 - the entrenched soldiers from both sides would sometimes even celebrate christmas - together - and kill each other 1 day later. - no logic - but when you step on a freeport, you leave the hatred behind.
and that is how a freeport can grant access to both, the order and the BHG or the corsairs without "getting into trouble".

This makes no real sense to me if the pirates almost can go everywhere but the BH's cant.
Wouldn't it be a better idea to make restrictions (even more then we already have) to get
permission to buy a capship larger then gunboat/gunship?
To give only responsable players that have proofen responsability and good RP the permission to
have such a capship. Most caps causing trouble are played by youngsters at least as far as I got
knowledge or as I've experienced.
That's not a matter of BH caps only, pirates and even other lawfulls are equal, doing the same stupid things
with their caps.
Sometimes I've the impression that the pirates have a huge lobby on this server and pushing things
in a way they like best no matter if it makes sense or if it's fair.
Just to prevent any misunderstandings, I'm talking about ingame RP, and I've no problem with youngsters
as long as they don't act like kids on a rampage:)or just behave like a...oles misusing the power of their ship and doing only poor RP.

I understand what you're getting at.
Admins are generally unbiased here. They also want to keep RP as a priority -- never mind the idealized RP of logical ship placement, that's to be worried about after they have to deal with those that simply throw RP out the window to score kills at any cost.
Caps are hard to get for a reason, but it's generally assumed that most who want them will use them responsibly. Of course, that means barely using them at all. With the power that capitals provide the user, they at the very least need to use them responsibly. The recent crackdown on Hunter capitals has been simply to deal with those that do not.
You can be assured that if the shoe goes on the other foot, and a Corsair fleet camps New London wordlessly murdering every BAF and BPA that undocks, they'd be dealt with equally harshly.

They justify it as hurting the Cretans hurts the Order on a repurcussion basis. It's farfetch'd, but oh well.
It's going to happen no matter what. BHG caps will always siege Crete every day or so. It's bad RP to some, but oh well.
