Firstly, let me apologise for the lack of prior communication, I hope that doesn't get us off on the wrong foot. Secondly, apologies for the video-comms error, but as you've apparently already seen, our little corner of Sirius isn't fitted with the creature comforts of Curacao just yet.
I was actually about to contact you myself, I just had a visit from a hysterical supply contractor, waffling on about being interrogated by "some sort of paramilitary group". Assuming that you're them, of course I've heard of you, my pleasure to make the acquaintance of your organisation by the way, and will accord you the due respect of an explanation for our presence in the system.
Our current location seemed like an ideal place to set up with an eye towards future trading opportunities, whilst being far enough from the Gallic war front to provide a safe haven.
We're happy here, and do not have any intention of moving. Assuming you're willing to accept that, I'm open to any discussion you may wish to have about our future role in the system.

To address your first four points, our transponders should identify us as "Bretonian Privateers", effectively independent pilots, but we are loyal to the interests of the Crown and our House. So as you can imagine, there should be no conflict of interest between our activities and Bretonian law.
So far, we have seen no reason for our ships to enter the West Avlemore Nebula, and if you say it is hazardous, well that gives us even less reason, so you can take that as given.

You seem confused that we would wish to engage in trading relationships, as "privateers". We intend to build a small community out here, and trade will of course be an important source of revenue for us. If it is the word "privateer" itself that is causing you concern, let me quote the 647th edition of the Cambridge Sirian Dictionary for you:
1. an armed ship owned and crewed by private individuals holding a government commission and authorized for use in war, especially in the capture of merchant shipping.
2. an advocate or exponent of private enterprise.
You will likely find that the residents of this station will fall into both categories, once we are fully operational.
Now, I don't mind your questions, as such, but I think it's my turn to ask a couple before I continue answering yours.
If this is such a "backwater" system, why, exactly, are you so interested in our little settlement?
And... considering the inherent danger of space travel, what's so hazardous about the West Avlemore Nebula in particular?

Words mean nothing to me, as actions matter most, and it's within my experience where I've seen... shady acts in the name of the crown within the Taus. Again, it just strikes me as weird to see such people set up here.
As long as you intend to not show harm, then all is fine here.
To answer one of your questions, we're interested because we're situated here as it is out of the way to allow us some peace, and to watch some... less than friendly neighbours who are within this very system, while also ensuring they don't build up too. Recently, we assisted the Legion in driving out the Gaians, destroying one of their bases. We ask you to avoid the West cloud due to alien presence in the Nebula. It isn't safe. Please do not go scouting in there, as it'll only wake up and anger those Nomads.
You can see why we want to make sure who's comes in and out of this system. It should be relatively safe for now, as the activity levels have been moderately low.
If you run into some trouble, don't fret to call. Some ships can be allocated to escort transporting vessels if in serious dire.
On an additional note, you should notify the Bretonian Government about such installation being erected here.

I won't start by reassuring you about our intentions, as you so aptly put it "actions matter most". I would, though, like to congratulate you on your victory over the Gaian threat in the system, I somehow doubt they would have seen eye-to-eye with us.
You have my gratitude for sharing your information about the West Avlemore Nebula, that gives us something to put on our charts of the system, other than a big "question mark". If what I have heard from you so far is anything to judge by, I'm sure we will get along just fine.
Regarding our plans for trade, most of it will require licencing by the Bretonian Government, so rest assured we will be contacting them soon regarding our status in the system.
Oh... and I apologise about the lack of visual communication so far, we are still working on that, but I hope to finally meet you "face-to-face", as it were, in the near future.
