I think this was mentioned before, but if its not the actual bloom in-game, but the straight up flashing lights on startup that bugs you, check the launcher box to run in a window. Alt-shift switches between window and fullscreen at any time. Once you get past the flashing white lights, just switch to fullscreen. I always start windowed then go fullscreen.

alt + shift don't work for me tho - but I'm happy to compromise and not play full screen now the problem is gone.

Those flashes at the start are caused by the bloom thing, it happens when it is initialized. If you have bloom turned off, it does not flash.
This has been talked about in the past, cannot find the topic though.
It would be great, if there was an option in the launcher to turn bloom on/off. I guess I could make a batch script to toggle it, but that is not a solution.
Personally I hate that flashing so much, so I disabled bloom for myself.

It's Alt-Enter, not Alt-Shift, that toggles fullscreen and windowed on the fly. That was my mistake!
