What happens when perspectives change? When the reason you've taken action is exposed as a lie? Do you lie down and accept it for what it is, or fight it?
The Phantom Wing is an embodiment of the latter response to this question. Composed of Xeno sympathizing defectors primarily from the Liberty Security Force and Liberty Navy, the Phantom Wing specializes in intelligence, counter-intelligence and coordinated operations in space and urban centers planet-side. Operatives are pulled from other sources in addition to military/intelligence pools on a case-by-case basis. All operatives are required to have highly proficient skill in combat, either ship-based or ground-based.
Operatives are vetted in an extended process, utilizing information networks and interrogation tactics. Training is a lengthy process composed of complete alienation from the outside world on a few established sites throughout Liberty. Access to the Neural Net is cut and recruits are monitored consistently. Alongside vigorous physical and technical training, recruits are placed through a multitude of moral dilemmas to determine how far they are willing to go when given an order. These dilemmas include: violence towards children, violence towards innocents, remaining cut-off from personal relationships despite serious problems, blindly following orders that appear to be "wrong," among others. Placement in these tests determines clearance level and what assignments operatives will be assigned in the future.
After training, if successful, operatives receive a number and a false identity to use when in-active alongside top-of-the-line equipment and vessels. The Phantom Wing operates under complete anonymity, even towards the Serpentis Wing as some of our operatives are in "unique" situations that do not fit the traditionalist Xeno beliefs. Deployments are made with one to six operatives depending upon the assignment, with rare occasions requiring deployment of multiple cells of six operating simultaneously.
The main purpose for the Phantom Wing of the Xeno Alliance is to support the Xeno Movement. Where the Serpentis Wing is the sword of the Movement, the Phantom Wing is the dagger. The Phantom Wing was designed to accomplish missions that require finesse and expertise, rather than numbers and sheer force of will. Additionally, the level of secrecy inherent in the group allows for easier compartmentalization and proper handling of sensitive or classified information. Previously, sensitive tasks were assigned to command members in the Serpentis Wing which placed overall operations at risk should they fall.

Observations:
Whitley started his military and intelligence career by enlisting in the Liberty Navy at the age of eighteen. Training records describe him as a very intelligent go-getter, if not a little eccentric. He graduated from West Point with high marks in leadership and out-of-the-box thinking, however, he was shot down from leadership due to seemingly habitual needs to find loop-holes in orders he did not agree with. A drill instructor referred to him as "The most rage-inducing piece of crap to ever come through this god damn program."
Despite these issues, he was able to push those around him to newer heights and was an overall benefit, if a pain to deal with. As such he was deployed into a general battalion involved with border skirmishes against Rheinland during the war. Whitley distinguished himself when the wing commander in command of him and several others perished in an asteroid field in Bering during a battle. Mission logs state that he took control of the situation and finished the mission they were assigned with no further losses. As a result, he was tentatively assigned a squad lead position under the caveat that he be based on the Rio Grande far away from those he offended in leadership roles.
During this time Whitley responded to numerous calls for assistance from the LPI when the criminal elements became far too much to handle for simple officers. He and his squadron were deployed roughly 104 times over the course of two years, emerging successful in 95 of those with minimal losses. Sometime during this period, he began to exhibit what was referred to as an "irregular mental state." A psychiatrist from Planet Denver under government contract evaluated him and determined that he was exhibiting signs of late-onset Schizophrenia. He was summarily discharged from Naval service. Medical records state he has been taking anti-psychotic medication for years. Treatment logs described his mental state as "extremely dissociative" with "moderate paranoid delusions focused around those of Hispanic or Rheinlandic descent." Notes lean heavily towards post-traumatic stress from the war and deployments against Outcast elements as a likely cause.
It's unknown when the LSF investigated Whitley as their records are much harder to access, however, for whatever reason he was recruited a year and a half after his discharge. From what we've been able to dig up, he was chosen by a highly unconventional scout due to his skill in manipulation and intense nationalism stemming from earlier touched on delusions. He was trained and placed into an advanced interrogation program where he would interrogate prisoners of war, high-value targets, and terrorists. For whatever reason, he was highly effective at both irreparably scarring suspects and obtaining reliable information. While advanced interrogation tactics are largely unsuccessful and yield half-truths or simple misinformation, Agent Whitley seemed to perform it perfectly and be able to distinguish between everything and the absolute truth. We have numerous sources of former Knights of Labor, a shell of their former selves, currently on the Sugarland after being subjected to his handiwork.
Sources inside of the LSF claim that he rose very quickly but showed further signs of mental deterioration even quicker. Whitley began to display regular signs of sadism as his interrogation assignments began to rise in duration, well over what was allowed. He was described as an "emotionless, calculating husk" outside of assignments while during assignments he appeared excited, even giddy. Restructuring in the department landed a new agent in command of the division six months after his assignment. According to a source, he watched one of Whitley's sessions and promptly vomited. He was immediately dishonorably discharged from the LSF for breaching interrogation protocol and sent to an undisclosed black site for three years. Eventually what he knew was no longer considered a security threat and he was sent to a facility for the insane and promptly broke out by killing four treatment technicians and one doctor.
Whitley's information was delivered to us by a scout at one of our rallies and his intense nationalism seems to fit our bill very well. Recommend keeping a close eye on him and ensuring he is properly medicated. Security clearance is recommended as high. Previously against authority, he is now the very definition of a fanatic and would kill his own children if required. Recommended assignments are primarily interrogation and torture, ship-based deployments are also a potential due to his training in the Liberty Navy.

Observations:
Sheriff Kennedy has a controversial tenure of employment with the Liberty Police Incorporated, records indicate that his period of occupation spanned twenty years with the asset employed at the age of 23 and defecting at the age of 43. Kennedy was reportedly infamous for being unwilling to take prisoners, almost always resolving to kill suspects rather than jail them. He incurred two suspensions and numerous pay-cuts for such behaviour as he was not supplying the company shareholders with the manpower needed for production.
Asset appears to have planned his defection for years given the sheer smoothness of the execution of such an operation and his familiarity of the Alliance upon arrival. Kennedy can be trusted to act professionally in the field, as well as trusted to handle sensitive operations such as cardamine interdiction. However, Kennedy's infamy and steep body count make him impossible to utilise in planetary operations due to an exceptionally high risk of being recognised.
It is estimated that during his time as Sheriff, Kennedy is responsible for the deaths of 55 Rogues, 39 Xenos, 17 Legion soldiers and exactly 3 affiliates of the Hackers whom had no connection to the inner circle. It has also been observed that he is unwilling to surrender his police-issued revolver. A previous attempt at confiscation resulted in the death of an Alliance member and such measures are not advised in the future so as to preserve asset loyalty.
Handlers and the Commander are warned against utilising Kennedy in capture operations as he will most likely kill the target rather rather than follow through with the objective. His skillset makes him an extremely attractive choice for hostile actions where aggression and casualties are the desired effects.
Kennedy may be appointed to diplomatic operations due to a lack of any negative behaviour in such endeavours. While certainly a loose cannon, he exhibits a healthy degree of professionalism while in the field especially when compared to the previous asset that held this number.
It is to be noted that his records of employment with the Police and all subsequent legal infractions committed before his defection are still intact and thus care is to be taken to ensure that Kennedy's anonymity is not jeopardized as it would likely result in both internal and external friction.
Commander's note: Loose cannon, will likely shoot his deputies if so inclined. Limit his exposure to other members of the cause and even other assets.

Observations:
Arthur Armstrong, better known as 'Two One' by his comrades and enemies alike. Armstrong started his journey relatively young. He was always inspired by the admirable Navy and Liberty Security Force pilots. Thus, he decided to integrate himself into the fighting force of mother Liberty by joining a combat-oriented school. Records have documented Arthur as a happy-go-lucky individual ignorant of fear as a concept. This trait spearheaded 21's stubbornness which ultimately paved the path to his exam failure.
It left an ever-lasting scorch mark in his mind. Arthur's dream was basically over. The then-young pilot failed to achieve what he so aspired to be. This failure sent the youthful student into severe demotivation and depression. "What is the point?" ricocheted from every wall of his mind. Nonetheless, luck beamed right at the morally-bankrupt pilot. A nameless Liberty Police recruitment agent approached the wandering failure and offered a position within the branch as an assistant after reading his file.
During the time period of being no more than a disappointment to himself, Armstrong couldn't refuse this offer. Regret would once again congest his mind. The Prospect of homelessness faded as soon as Arthur arrived at their destination. Becoming an assistant to perform paper-duties was the polar opposite of what 21 desired to do in life, yet, after the miserable failure, he could not bring himself to denounce this brand-new opportunity at life.
Day-in-Day-Out. Files, files, files. Classified, Classified, Classified. Continuity consumed him. The mundane profession turned Armstrong into something that was hardly more than just a robot scripted to perform desk work. However, Arthur grew apathetic until the another stroke of luck hit him. Promotion. Access to large amounts of information that previously had been marked as classified or even redacted.
The many drab truths of mother Liberty. Heinous data that caused doubt within the usually-unbothered mind. 21 shared very little of his new findings in the position. Months passed until he refused the agency. This caused a back-lash that the man could not have expected. Ever. Armstrong was beaten to half death by agents that he could once-upon-a-time call acquaintances. All public files that were open to the public eye regarding Arthur got erased.
His official existence came to an end after the untimely end of his service to the department. No further confirmation is available about Arthur Armstrong. All related people and organizations have been forced to never recall him and delete all evidence of his past existence. All current data accessible to the Cause regarding 21 is directly from the scratched out Liberty Police Department employee.
