In Kusari and the surrounding systems, cargo and escort ships bearing the designation TFP have been spotted. Concerned by the emergence of a new, potentially well-organized and armed group near our borders, I investigated their intentions, which is still ongoing.
Preliminary Findings:
TFP stands for Task Force Prometheus. The name suggests a more militant group of technocrats than the already-known Technocracy of Auxo.
The Technocracy of Auxo and Task Force Prometheus collaborate and likely share a base in the same system - Inverness.
Both groups are enemies of the Outcasts, their smugglers, and the Liberty Security Force. Similar hostility towards Bretonia can also be expected.
To maintain working relations with Kusari, both groups are willing to procure important resources such as Dublin gold and potentially more exotic, unspecified materials upon further negotiation.
Recommendations:
We will continue to tolerate both groups in Kusari, provided they adhere to current laws, in exchange for valuable resources for Kusari and its sovereign interests. The benefits outweigh the disadvantages if they are willing to fulfill their promises.
Given their lack of interest in conflict with Kusari, it is recommended not to enter the Inverness system without prior invitation. The system is barren and remote, and presently holds no strategic or tactical advantage for Kusari.

We thank you for this new batch of data about the Technocracy. Their vessels have been under monitoring by our units within Kusari for a while now, though this taskforce appears to be a most recent development.
The Technocracy is currently tolerated by the Empire over sheer lack of relevance. Initial reports found them to be little more than a nuisance to their neighbors and they showed no signs of hostility towards the Empire or its interests so far. Their hostile stance towards the Outcasts comes as no surprise, though there are no known cases of Technocracy vessels actively seeking them out within the Tau Cluster. We are not aware of their operations across the Independent Worlds or Barrier Passage but as of now, we are convinced that this hostility against the Outcasts is less so active resistance but much rather of defensive nature.
Your suggestions have been noted down as curious development. We did not expect them to make offers to "guarantee working relations", which translates to market access. Much less so towards an Operative out in the field. We suggest you seek them out a few more times, garner tales about potential trade arrangements - which are a plausible option - and try to figure out more about this Taskforce. If you gather additional information about the woman going by the codename "Revenant", we would be more than pleased.
Meanwhile we will reach out to Keiretsu operated modular installations within the Empire to negotiate a potential deal regarding Gold and other shipments. We must stress the need for a second layer of plausible deniability at this point, as angering the Bretonians in the current situation could be disastrous to our recent efforts within their Kingdom.

Today, I had another meeting with one of their representatives in the Baffin system. Our conversation was relatively short but more factual and cordial than before. I plan to establish a more secure communication channel with them to flesh out all the necessary details before the final agreement is set. I will also insist on being deliberately vague in offering us a degree of deniability should these details leak out due to the involvement of a third party.
Summary of My Findings:
Task Force Prometheus is a remnant of the Hellfire Legion, which refused to give up their fight even after their effective defeat.
The Technocracy of Auxo is willing to supply gold in regular monthly shipments. If both parties are sufficiently satisfied, they are also willing to expand these deliveries to include exotic materials from the Edge Worlds.
In addition to financial compensation from potential private entities to which these commodities will be delivered, they expect legal status in Kusari and the ability to defend themselves against potential attacks from the Outcasts or Bounty Hunters.
My Recommendations:
The status of Task Force Prometheus as past and practically current revolutionaries will require strict adherence to Kusari laws, particularly point II-7, given foreigners' tendency to romanticize the resistance of the Golden Chrysanthemums and Blood Dragons.
The Technocracy of Auxo appears to be sufficiently flexible regarding the form and frequency of deliveries. If we do not place unnecessary obstacles in their way, we could achieve satisfactory discretion with these deliveries.
The request regarding potential self-defense against Bounty Hunters and other criminal entities within Kusari territory is justified. Without our permission, we cannot tolerate foreign parties to attack private entities within our sovereign territory.
The Task Force Prometheus, in particular, will be reminded that using our territory as a base for raids against Liberty or Bretonia will not be acceptable.

Your recommendations in high esteem, Operative, but we consider it too early to trust anyone who willingly existed as Separatist. We shall organize a trial run, assess their level of discretion and observe their willingness to protect themselves against our domestic troublemakers.
Their status as wanted entities caused an incident with a Bounty Hunter group years prior already, a group valued by several of our own commanding staff due to their unusual efficiency and professionalism. We do not wish to jeopardize our relationship with them by protecting those considered criminals by our Bretonian partners. If Bounty Hunters catch up to them, they can defend themselves but we will not restrict the Aegis Initiative's freedom to operate.
You are free to organize this trial run yourself, in fact I would much prefer it so. In the meantime, my superior confirmed that an asset wishes to discuss matters related to the Technocracy with them. This may or may not change our course of action here, I will keep you updated.

I humbly require some additional information from you: Have you managed to secure a distribution point that could be used in Kusari, or should I hire someone to construct a temporary space depot for this purpose? An old, re-purposed facility for this operation would be the best course of action as building a new one attracts unwanted attention from both the civilian contractors and uninvolved civilian authorities.
As a side note, I would like their contact information if these bounty hunters are respected enough to gain access to Kusari. Their talents might be helpful for me in certain situations outside of Kusari proper.
