If I understand correctly this rule is to prevent folks from killing engine AT CRUISE to overtake or shoot at someone they are chasing or to give a speed advantage in combat.
My question is...Can you use engine kill from IMPULSE speed during battle for maneuver and is the above correct?
You are wrong about the chasing thing. Engine kill, as I understand it, can be used during a chase. For example, a player chasing another player... If both are in cruise, then they can use engine kill to fire upon the other player. Of course, this means that there is absolutely no manuevering at all.
I was under the impression that even during a chase, engine kill was unnacceptable. There was some depate over that sever months back, when a BS fired a CD from engine kill on a fleeing player, caught it, and destroyed it.

EK is allowed. What is not allowed is to go cruise, and hit HK to keep the 350 speed. Unless, you are in pursue of another ship at cruise and need to open fire on it while in transit.
