I think what he's saying is that he believes people use underlevel Junkers with Corsairs IDs to search for codes. He also believes that using "Junker ships" with Corsair IDs is illegal, because Corsairs should be using Corsairs ships, not "Junker ships." Ergo, he is under the impression that all underlevel Corsairs with CSVs are OoRP codehunters.
I assume this is because they're a cheap, safe ship to set up for such a task.

Nor can you demand that properly ID'd and tagged Corsair players leave Gamma without justification.
There was no indication of piracy here, simply a demand to leave Gamma followed by a death, and with a level of roleplay that wasn't up to the minimum.
