why does barcelona have 3 biodomes? why would it be problematic for the corsairs to construct more of them, when they have some already? i find it interesting that corsairs - the biggest importers of food rations in sirius have a station capable of producing food. dont tell me they cant reverse engineer those biodomes and build an entire batallion of stations producing food to end the famine that struck the corsair people a long time ago.
sometimes it works well and is beneficial, sometimes its not, and sometimes it raises questions that only those that created the lore can answer.
generally - the fact that someone "has got" a technology - doesn t mean he can imitate it. it might be imported - and or purchased - while those that sold it might have kept a few secrets about the technology - to ensure that it ..... well.... cannot be copied.
in that case - those that manufactured the biodomes ( in case its not a genuine corsair developement ) gave them enough knowledge to have them maintain the structures well enough, but not so much to allow them to build them on their own ( hence - keeping a dependence )
i m currently not aware of the lore about the biodomes ( maybe you can copy the ID of the station here to review ) - but in fact.... the corsairs starvation is as much a main characteristic as the outcasts addiction to cardamine. take it away - and you take away the factions main stigma.

keep in mind that those characteristics are not random, nor purely detrimental for the factions. - outcasts for example have a very low reproduction rate - and a dependence on their drugs - making logistics harder for them, especially on longer campaigns, - but in return, they gain a longer life and above average human reactions and control of mind and body.
the corsairs are sitting on a bare rock with nothing more to eat than what they can buy for a high price from zoners or what they can steal. but that made them "tough" - and united them as a corsair nation. - it made them focus on what they "can" do - which is develope ships as tough as they are - and develope tactics and technology well above even liberty standards ( lore says - their ships fly like 20% faster than many others, which - if it was put into stats - is a huge thing, considering they also have the thickest armour of all ships )
while corsairs try to abandon starvation - it is one of those faction goals never to be achieved. its like saying "the order finally managed to get rid of the nomads for good" - a faction requires a goal that they can never achieve - or that can be replaced by an equal goal ( like if dragons managed to overthrow the kusari goverment, the roles "might" switch between the current kusari gov and the BD - however that is unlikely to ever happen )
The Bidomes of Barcelona are very new, in RP terms, and I believe, still partly under construction. In addition, given the Corsairs only very recently obtained technology to build (small) biodomes, it is likely that many years of experimentation with agricultural and hydroponic processes will be necessary before the new Corsair biodomes become a viable source of food on an industrial scale. This also involves the lone biodome of Skiros Station in Omicron Gamma, and a small hydroponics research centre somewhere else in the empire.
The Corsairs have -no- experience of agriculture, and, to defend their profits, the Zoners aren't going to lend a hand. The relationship the Corsairs have with the Gaians is strained, and even so, the Gaians are opposed to industrial agricultural processes (monoculture farming) that would be necessary to allow the biodomes to be of any real value to the Corsair people. Only the Farmers Alliance could really lend a hand, and they could be weary about giving up their bargaining chip with the Corsairs and making themselves disposable.
Also, the Corsair food demand is much, much greater than the maximum potential food output of all these biodomes put together.
The ramifications of giving Corsairs biodomes was discussed extensively by the Brotherhood and developers, and I believe it was felt that the Corsairs should be given at least some semblance of in-RP progress, to make up for the overwhelming diplomatic and territorial problems the Corsairs face which only ever get worse with time.
I'd imagine further construction of biodomes will be limited, as all captured raw materials will be diverted to ship building as the many wars the Corsairs are involved in get ever more intense. The Council is only likely to sign off on planning of more biodomes, and commit of resources to building them, AFTER they see results from those already built, which is not going to be seen until the Corsairs develop effective farming techniques and obtain suitable plant genomes to allow for effective agriculture.
