We have the same amount of NPC spawn at 180 players on the new setup, which we had at 120 players on the old setup.
So in effect you are complaining about something that has existed since the start.
That's sort of the point - npc spawns have been out of whack since vanilla and they were never really corrected. Their ridiculous armor was reduced in 4.85, which helped A LOT, but now they are also better armed than in 4.84 and a group of high level npc's is a real crap in your cereal.
A long time ago I had some ini files where I systematically went through and cut every max npc count in half. That was for vanilla though...but really it's not very hard to do. I think we could honestly cut down all the npc counts to 1/2 or 2/3 or their present numbers and not lose anything gameplay wise. Fighting 8 titans in Eta instead of 12 would still be tough.
As far as BS patrols - those are super easy to adjust. In my version I'm running now all the Osirises have been replaced with repair ships:D
NPC spam is sometimes ridiculous. Just recently I followed a ship from Java to Cali base in Tau-23. I ended up with about 30 or so pirate pilots in my hold. Those I could tractor. Frankly, its pretty tough to RP there with 6+ (eventually 12 or mor) Sabres shooting. And yes, they can take out shield of even cruiser. Try and fail:D
