And transports can Steel UP to 5000 each, but thats another story. Thats why i tell to drop 3 K ABOVE base, to reduce chance for NPC transports to spawn there. On other hand, only snub patrol ships or pirates will follow player for scan or attack, Freighter patrol dont engage and folow, they just flee and pick cargo only if they pass by it. Even if snub patrol pick Fuel, they will pick up to 70 each.
Naturally, if player wants to drop 10 tons of Fuel to be safe, it can.
