Personally I don't mind - as long it's keep in RP and have inRP substantiation: eg. top-secret inRP message to between agents, hacker to other hacker community, ect. But using encryption if inRP situation does not require this measures - it's overkill a specially outside the Communication Channel.

I am entitled to have you fly on the plane, uncloaked, not running away from me when I come to RP with you with my five friends. if you fly around and avoid me, that's not contributing to the community. At least you translated your cat journal to english. Breaks sadly a bit of the immersion, but not everyone can understand cats.
On a more serious notice, just let people circlejerk wherever they want as long as it doesn't break rules. Who are we to dictate people where to do their stuff. If anything, encrypted texts invite a few people to try to decrypt it. Hell, Bogus even offers a damn tool for that.
Aren't we all here for a bit of fun? Aren't we here to express ourselves through the device of characters and creative writing? So what if someone makes an encrypted post or a piece of graphic that hides little teases. So what if they purposefully tease information. It's a storytelling technique and sometimes a powerful one. For those that like the challenge of it, fantastic! A new experience! For those that don't like it, why do you care? It's a form of expression. If it is not directly relevant to an rp arc of yours, why care? If it proves to be relevant later down the line, and ends up something which is proven mean or against the rules then deploy then ask for a retcon or clarification from the player who posted it. Are we paranoid enough to not consider each other people who might just listen to each other?
Last time I checked the thesaurus, circlejerk came up as groups of friends spending their time with each other. What's wrong with that? They're comfortable doing it, and they are comfortable expressing themselves to each other through storytelling. They've decided to invest their time creating content for each other. How they do it. Where they do it. Why should that be down to me or you or anyone but themselves to decide?
See an encrypted post? Can't be bothered with it? Move on.
