It is my great honour to formally open our new Energy Commodities Exchange at Kobayashi Station, quadrant 5E in New Toyko System.
I'd like to extend my sincere appreciation and formal thanks to the Kusari Office of Admiralty who shared our desire to make the near planet transit area around the New Tokyo docking ring safer by fast tracking the base permitting allowing us to move all energy cargo operations out of Roppongi and into Kobayashi Station, a dedicated energy transfer, distribution and certification exchange. We've all seen fuel ships explode in the upper atmosphere above New Tokyo and we're determined to make the area safer for all parties by moving energy commodities away from the heavily populated and frequently transited areas around Roppongi and New Tokyo.
Kobayashi lies in open space, away from all trade lanes, space stations and other shipping obstructions, in the centre of 5E quadrant, approximately 35km from Planet New Tokyo, 35km from Narita Outpost and 35km from Shinagawa Station on the trade lane elevation. This strategic location affords the maximum safe distance from all population centres and easy access for all energy shippers into and through New Tokyo System.
The Exchange utilises our standard Interspace Commerce IFF and takes pride on being in full compliance with all Kusari laws. Please be advised that some energy commodities which are legal in Kusari may be marked as contraband in other House systems and it is entirely the responsibility of all traders and exchange participants to ensure they comply with all local and foreign House ordinances.
With a cargo area in excess of 200,000 units dedicated to energy, the Exchange will buy and sell the following primary energy commodities:

H-Fuel
MOX
Promethene
The Exchange also deals in these secondary energy commodities:
DT Fuel
Liquefied Petroleum Gas
Oil
Plutonium
Thorium MOX
A minimum of 150,000 cargo units are allocated for primary energy commodities and it is the aim of the Exchange to always have these commodities available to buy, and space available to enable traders to sell. Secondary commodities are apportioned 50,000 cargo units and, similarly, we aim to always have inventory available to buy and space available to sell. During times of increased market activity, the exchange will focus on balancing the market for primary energy commodities first and secondary commodities thereafter.
The Exchange does not 'buy low and sell high', rather, based on supply, demand and prevailing market conditions, the Exchange will both buy and sell all energy commodities at a stated market price. These prices will vary from time to time, however it is the aim of the Exchange to set and publish prices each weekend enabling energy specialists, fuel users, traders, arbitragers, shippers, space station shield operations staff and any other interested parties to plan with a high degree of price certainty for the week ahead. The Exchange intends to have some commodities at a higher price to attract inventory, and some commodities at a lower price to encourage transports to fill their holds with a profitable return commodity. As professional shippers ourselves, Interspace Commerce appreciates the value and efficiency of always having a full cargo hold.
All factions and independents on good terms with Interspace Commerce and the Kusari authorities are encouraged to use the Exchange for their energy commodity requirements. We understand that access to energy is a commercial, political and military necessity and aim to facilitate competitive, efficient and discrete energy transfer operations using fully compliant, high quality standardised and fully certified energy commodity cargo units.
