Good day
I am Inspector O'Sullivan, currently on secondment from the Bretonia Police Authority to the Civil Defence Initiative. I have been tasked with overseeing the procurement of a L-584 series hull and making arrangements for it to be fitted out as a serviceable carrier for mobile policing and detention operations.
In the interest of progressing this project quickly, a waiver has been obtained from the Home Office to bypass normal market tendering procurement processes. Unfortunately, Border World Exports were not able to move forward with this project owing to capacity issues at Scarborough Shipyard. We are instead approaching Deep Space Engineering in the hopes of securing a direct contract award, providing you have the capacity and stock to accommodate the order quickly.
In short, our requirements are:
A L-584 series hull, preferably in a L-584-P Prison Liner configuration.
Notes: Owing to the CDI's substantial budgetary constraints, second-hand, salvaged or converted vessels are preferred.
Conversion of internal components to best suit the defined mission profile.
Notes: This will involve replacing part of the brig facilities with an armoured cargo hold, refurbishment of remaining cell blocks, installation of BPA-standard precinct comm centres (TLAGSNET compliant), and an enhanced hangar offer.
Retrofitting of docking facilities classified for military-grade bomber resupply missions.
Notes: Our preliminary enquiries indicated the hull class can be expected to accommodate 2 preconfigured docking bay modules. We are happy to negotiate a price for the acquisition of these units; alternately, if this falls outside your facilities' current workstreams, the primary renovation may proceed apace and we will source these modules separately elsewhere.
Ongoing maintenance and upkeep support.
Notes: The project budget has allowance for an initial 5-year maintenance contract, with provisions for renewal or extension at the end of that period. We would expect warranties for work provided covering that period.
Please could you confirm whether Baltimore has availability for the above project, and provide an initial estimate on cost if so. If Baltimore does not currently have access to an appropriate hull type to restore / refurbish, please let me know and I will make further enquiries elsewhere with a view to procuring a hull separately. This may then necessitate seeking an alternate vendor, or towing the hull to Balitmore for refurbishment.

Howdy there Inspector O'Sullivan.
I'm glad to see that you are coming to DSE regarding this matter. As you are probably aware from browsing the market, these Liners are few and far between, since folks usually use 'em until they fall apart. But I can see about contactin' some people I know in the LPI, and seein' if they wanna upgrade their hulls. I know they have a few in operation that could use modernization, and I hope they'll be amendable to the offer. If I receive a positive response, I can see us sellin' to you at upwards of a 30% discount off the base price for a brand-new hull.
Regardin' the internals, I hear all that you're sayin', but you will still need to send some people over to oversee the refurbishment. Once we or you acquire a suitable hull, it will be brought to Susquehanna Station over in Cortez, in Curacao orbit. Your people will be lodged with the supervisors, or they may choose to select their own accommodations. Additionally, the cost of doing this refit will very likely eat into your savings of acquiring a used hull. But it will still be cheaper than buying it new with the modifications already in-place - at least from Baltimore. Currently, Susquehanna is also a better location for refurbishment work rather than Baltimore, due to being near the source of many components for the production schedule.
Now regardin' docking module facilities, I will unfortunately have to point you elsewhere. According to market analysis, internal docking equipment are currently a more custom-built addition, and supply for them remains high from previous mass-productions. You will be able to find them at most major manufacturing hubs in and around House space. We may re-initialize manufacturing for future orders if we continue doing business, but we do not have any on hand at the moment.
Finally, we are able to satisfy any reasonable maintenance schedule that you require, short of a complete rebuild. Our facilities at Susquehanna will be expanded in the coming months, but in the meantime Baltimore will have everything you need. I can put in a good word for you with the authorities, so you should have no issue securin' a registration to transit through Liberty space. And when Susquehanna's dry docks increase capacity, you'll be able to stop there for all but the most serious repairs.
I've asked my folks to come up with a quote for ya, and I believe we can offer a reasonably-priced package:
5-year maintenance plan at Baltimore and Susquehanna: $1,100,000 (payable in yearly installments of $240,000, or the whole sum in advance)
Total due: $1,225,000 + $1,100,000 or $240,000 x 5
I should also mention that our basic extended warranty covers parts up to certain price point. If you expect this vessel to see action, I recommend signing up for our "Satisfaction Guaranteed" plan, which covers all major components of your vessel in most circumstances. Such a plan would add $490,000 to the final cost of the transaction, but I highly recommend it if you plan to operate the vessel outside of House space for any length of time. All of our deep space craft are equipped with such a plan, and I myself have made good use of it during my haulin' years when going out to Kusari-based gate construction sites.
In any case, you will find attached all the necessary forms for completing this here transaction, with a version guide included in the package for a streamlined experience. I hope we can start doing business together real soon, and I'd be glad to invite you out to Susquehanna and Curacao to seal the deal, as it were.

Thank you for your prompt appraisal of the project and its anticipated costs. Having discussed this with the CDI's budget officers and the Chief Inspector, we agree that your proposal for the basic plan seems reasonable and are happy to accept a contract schedule for engrossment.
Currently we do not have the financial leeway to stretch to the "Satisfaction Guaranteed" plan, so any damage incurred that exceeds the warranties provided by the standard plan will be addressed by the CDI using local measures.
The Chief Inspector has also stressed that we are facing a rapidly evolving situation in Bretonia that necessitates the liner's activation far soon than we had initially hoped.
Do you have an expected timescale for when works could be initiated? I understand that the duration of the works in question will then entirely depend on the state of the located hull, however collection of the vessel is now a time critical issue.

I'm glad to announce that the Grand Rapids, formerly in posession of the LPI, is now moored at Susquehanna Station, undergoing its internal refit. I personally made the trip on this here vessel, and can safely pronounce it spaceworthy and indeed amendable to further modification. It seems to me that the vessel didn't suffer any substantial exterior damage, but it was much used. I predict that these types of liners will be in even greater demand once folks like you use them as they were meant to, but that's neither here nor there.
As a reminder, your people must make their way to Susquehanna to take possession of the vessel, and sign off on all proposed modifications. We have started the work with your urgency in mind, but the forms must still be followed, as I'm sure you understand, Inspector. The critical component installation should be done within three days, after which I can send off a remote team with your people as they make their voyage into Bretonia. They will finish the installation of all remainin' internals such as the bridge terminals, etc., and will test the vessel's various sectors. As a gesture of goodwill, I will personally pay their fare - some ~$150,000, accountin' for the overtime for the rest of the week.
As this here vessel will be vulnerable while its modifications are completed, I recommend as strong escort when taking possession. I don't wanna teach an engineer to guzzle here, but I would not want to get in a fight with an unfinished set-up. We would be able to provide a gunship as far as the Manchester gate, but after that you fellas are on your own.
If all of that is amendable to you, I expect to see a transfer from your organization into our secured account for the agreed-upon amount. Also, I again hope that you'll be able to join me on Susquehanna to celebrate the kick-off - the first of many, heheh.

DSE's remarkably quick work in sourcing the hull and starting work is commendable. We were right indeed to reach out with the contract offer.
I have been advised that the HMC Wollaton has delivered a supervisory crew to Susquehanna Station, consisting of a number of CDI technicians and several BMM specialist consultants. They are authorised to assess the ongoing works and sign off on progress milestones and any necessary deviations from the project specification.
Our chief financial officer is currently preparing the waivers to have the necessary works fees transferred, with the full balance to be issued upon taking possession. We will naturally arrange an escort to supervise the ship's transit to Bretonia - the initial shakedown run will likely be to Scarborough Shipyard to allow us to take on additional fittings.
Are the preliminary works still on track to be completed for tomorrow?

I can confirm that despite some technical concerns that delayed certification until remediations could be completed, the CDI has now taken possession of the Grand Rapids. She has been commissioned into service as the HMPS Tayloe.
We are currently collating diagnostic and performance data from her shakedown run. Some minor electrical issues have already been detected and resolved. There was also an incident on the approach to Scarborough Shipyard where the starboard lateral thruster locked into an active state, causing a roll. Fortunately, on-site personnel were able to quickly identify the fault and resolve.
Should we encounter any issues we are unable to reasonably resolve internally, we will of course contact DSE for further guidance.
