Igiss, you need to ask someone who manages the connections over there and ask, "WTF dudes!? Do your damn job, and get these connections back online without having them fall over every day!!!"
That, or find a new internet service provider.

Bandwidth is not very important for Freelancer. I've got a 256k connection to the internet at home (100 MBit local), but it's utilized only on several % when the server is online. On the other hand, the remote PC where I used to be running the server, has a 10 MBit connection but a slower CPU. They have almost equal lag.
Freelancer does not eat lots of traffic. It's much more important if the connection is actually stable and fast. Fewer and better routers, faster gateways, etc. And CPU power too.
